ECC is seeking candidates with chemical weapon munition (CWM) experience for anUXO Safety Officerposition for project in Lakehurst, NJ. This site is not a chemical site, but CWM experience is a requirement of the position. Hiring now for the project, with the start date in March 2024, position is approximately 5-6 months. Additional work with ECC may be available, but not guarenteed. This position is full-time with ECC benefits package provided.This position is primarily responsible for the development and enforcement of UXO safety related programs and practices on projects to which assigned.The UXO Safety Officer is responsible for day-to-day monitoring of project UXO safety.This position supports and advances the Company's long-term business objectives. In this position you will:Establish, implement and execute an effective Contractor munitions and explosives safety program for all Munitions Response (MR) related activities, in compliance with all applicable Federal, DOD, State and local regulations on Military Munitions Response Program (MMRP) projects to which assigned.Supervises the safety practices of all personnel on assigned MMRP projects.Analyzes UXO, MEC and explosive operations risks, hazards and safety requirementsEstablishes and enforces safety requirements for all project operationsSafety planning, execution and oversight for UXO, MEC and explosive operationsEstablish Standard Operating Procedures (SOPs) for all UXO and MEC related activities including search, detection, access, identification, transportation, centralized storage, disposal, treatment, and scrap certification.Establish, post and enforce personnel limits, safety zones, and exclusion zones surrounding UXO field activities, explosive activities, UXO transfer and holding areasExecute an effective project level explosive safety program including UXO safety, explosive storage, quantity-distance safety arcs, explosive transportation, operational procedures, operational personnel qualifications and certification, hazard and risk analysis, and safety assessment of MEC and explosive operationsResponsible for the enforcement of Personal Protective Equipment (PPE) requirements for all activities on assigned projects.Assists in the risk hazard analysis if PPE requirements must be changed or updatedParticipate in the full lifecycle of ECC businessMaintains professional standards of practice and service excellenceSupport the development of standard procedures and policiesProvide career development and training for other safety personnelManage supervisory responsibilities in accordance with the organization's policies and applicable laws, if requiredIn addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.However, these additional duties cannot be allowed to affect his ability to ensure the safety of all MMRP site operationsBasic Requirements40-hour HAZWOPER training, annual 8-hour HAZWOPER Refresher training, and 8-hour OSHA Supervisor training.Proven ability to implement a project level munitions response safety program, and an ability to address needs and problems associated with the safety programCompetent in using Microsoft Office products, email systems, and WindowsEight years of progressively responsible experience with health and safety operations for military munitions response projects, dealing with all aspects of explosives safety, MEC handling and range clearance.Direct experience with Department of Defense explosives safety and environmental regulations applicable to MMRP projects required.Minimum of 8 years of EOD and/or UXO operational experienceChemical weapons munition (CWM) experience required.Travel:Must be able and willing to work on-site at project location with periodic travel home with project management approval.Education:Graduate of US EOD school, acceptable Allied Nation EOD school (i.e., Great Britain, Germany, Australia, Canada) or accredited comparable UXO Technician Level I training and with appropriate experience as required by Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18.Preferred Proficiency RequirementsTwo or more years of experience as UXO Technician III supervising personnel on MMRP projects.Direct experience with various State and/or Tribal explosives safety and environmental regulations, safety policies and procedures for MMRP projects preferredSuccessful completion of the following safety-related courses:HAZWOPER Training SpecialistConfined Space EntryOSHA Construction Industry Safety and HealthPractical Loss Control Leadership (PLCL)Trenching and Excavation Safety TechnicianSafety Trained Supervisor (STS)ECC targeted base salary range for this position is $80,000 to $88,000 annually.Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.Benefits Offered – full-time positionsMedical/Dental/Prescription/Vision InsuranceLife Insurance, Long Term Disability InsurancePaid Time off and Holiday Pay401k with deferral matching, ESOP, Student Debt Reduction ProgramFlexible Spending Accounts (FSA)Educational Assistance, Mentorship Program, ECC UniversityEmployee Referral Bonus ProgramCompany-matching charitable giving program
