We are seeking a Full-time, highly skilled Systems Analyst to join our team. The ideal candidate will have a strong background in data modeling, metadata management, and data visualization. The candidate should also have experience in restructuring existing data to optimize the full capabilities of Oracle Business Analytics.

This position is on-site in Alexandria, Virginia.

Job Description :

• Support the Resource Enterprise Services (RES) for Program Resources and Information Systems Management Division (PRISM), for the Office of the Secretary of Defense (OSD), Cost Assessment and Program Evaluation (CAPE)

• The PRISM division is responsible for maintaining of business applications to support matters relating to the planning and programming phases of the Planning, Programming, Budgeting, and Execution (PPBE) and the preparation of material and guidance for such systems PPBE is the Department of Defense (DOD) process for allocating resources.

• The Solution Integrator is responsible for designing, developing, and supporting agile applications that respond to meet client requirements and works with the project business owner and/or executive to ensure delivery that responds to timelines.

• Works in an engineering environment focusing on engineering and/or scientific studies and analysis providing technical solutions.

• Provides design, implementation, testing services for complex information systems providing Business Intelligence solutions with attention to performance, scalability, and security.

• Supports programs with exceptional creativity and resourcefulness in the most demanding and complex assignments.

• Works independently on project(s) with minimum supervision to analyze, architect, design, code, test, debug, document and maintain applications and application enhancements.

• Collaborates with cross-functional teams, including database administrators, system administrators, and quality assurance teams, to ensure smooth application deployments and operations.

• Evaluates and introduces new technologies, tools, and methodologies to enhance development processes.

• Conducts training of system users or technical support personnel.

• Designs and implements secure Business to Business data exchanges utilizing RESTFul Services.

• Assesses impacts on existing systems for proposed changes; estimate level of effort required to implement.

• Develops, tests, debugs, documents and maintains application modules and object classes, using programming languages such as Oracle PL/SQL, SQL, XML, DHTML, Java, Visual Basic for Applications (VBA), Application Express (APEX) and JavaScript, in a complex and changing business environment across multiple systems.

• Provides technical expertise and guidance to team members and junior developers.

• Performs complex analyses and develops recommendations that may impact acquisition programs and activities.

Requirements

Required Experience/Skills :

• At least 10 years of relevant experience such as working with the DoD Future Years Defense Program (FYDP) data and with Program Review.

• Ten years being a solution provider/software developer.

• Proven and in-depth experience with Oracle Application Express (APEX) 5.0/19.2 or greater Application Administration/Development supporting minimum (5) large scale complex APEX applications supporting secure role-based multi-user data collection, reporting, and document generation functions.

• In-depth knowledge of PL/SQL, SQL, Java, JavaScript, Web Services, AJAX, XML, XSLT, JSON, HTML, and CSS and other programming languages.

• Design and manipulation skills to modify web content dynamically using JQuery, Ajax, JavaScript, CSS, and HTML

• Proven experience developing secure (OAUTH2 authentication) RESTful services using Oracle RESTful Data Services (ORDs) and Java Servlets.

• Strong design, development, implementation technical expertise with web based analytical front ends and workflows.

• Excellent knowledge in writing SQL queries, Views, Materialized views, PL/SQL procedures, functions, packages, indexes, triggers, cursors, materialized views, collections, Ref cursor, cursor variables, System reference cursor, Dynamic SQL.

• Provide support with storage, efficient retrieval, and manipulation of unstructured data (BLOBs, CLOBs, JSON, XMLType) in an Oracle environment.

• Hands on experience in query optimization, performance and tuning (PL/SQL) using SQL Trace, Explain Plan, Indexing, Hints, Bulk Binds and Bulk Collect.

• Experience using Oracle built-in database packages (DBMS_SCHEDULER) and mail.

• Experience using FTP and SFTP services in APEX applications.

• Extensive experience developing APEX interactive grids, custom update processing, interactive reports, forms based on views, tables, and procedures in interactive grid, tabular and form layouts.

• Experience designing and developing SAP Crystal Reports.

DoD Clearance Requirement

• Interim DoD Secret clearance.

Preferred Experience/Skills:

• At least five (5) years of information systems management experience.

• Skills: Oracle Application Express (APEX), APEX Plugins, HTML, Visual Basic, Java, JSP, Java Script, Java Servlet, PL/SQL, CVS, Eclipse, Apache, WebLogic, IIS, Oracle, SQL Server, OBIEE/Oracle Analytics, Oracle Data Visualization, D3, MS Access, SQL, Agile Software Development, Software Development Life Cycle, SAP Crystal Reports (2016) or greater, Identity Management, WordML, Word, Excel, PowerPoint, OLE automation, LDAP, SFTF, FTP, JSON, XML, XSLT, Toad, ASPOSE For Java.

• At least five (5) years of experience in architecting Business Intelligence (BI) or Web Application system solutions

• At least five (5) years of software development or COTS solution deployment experience.

• At least five (5) years of experience with DoD PPBE process, data structures (DoD program, OUSD(C) Comptroller budget, and acquisition) with BI solutions and related products and systems

Certification Requirement:

• DoD 8570.01-M Level II IA certification or able to obtain within 30 days of start.
