Job Responsibilities Responsibilities of Director of FinanceUnder the general supervision of the President, the Director of Finance will provide oversight and leadership for departments providing financial reporting, budgeting, purchasing, payroll, accounts payable, accounts receivable, foundation finance, and grant accounting service for the college. Develops and maintains college budget as well as works closely with budget managers to ensure responsible budget management, cost accounting, revenue projections, revenue, and cost alignment. Supervises the business office, cash flows of all the college operations, student billing, and daily finance policies and procedures of a multi-campus college. Responsible for the education and development of the college employee's financial literacy. Serves as chief financial officer.Provides strategic direction for daily operations of the following functions: general ledger/accounting, budget/forecasting and financial reporting, purchasing/contracting, student, industry partner, third party, grant, and auxiliary services billing, grant and auxiliary services financial review and compliance, foundation and auxiliary services finance accounts, state and federal financial reporting, revenue tracking, reporting and allocation, cost and revenue projection, payroll, accounts payable, and accounts receivable. Serves as the main contact for audit process. Ensures the financial activities of the college are conducted within State, Federal, and college guidelines. Maintains a positive cash flow and plans and executes funding arrangements necessary for the college to achieve its mission.Serves as a member of the President's Cabinet and leader of the business office staff, creating a strong team environment focused on customer service to all departments within the college, contractors, foundation, community and industry partnership, students and parents, and employees. Works closely with the President, HR, and administration of the college to ensure payroll and benefits systems is operating accurately and effectively. Ensures all college personnel are knowledgeable of and act in compliance with college policies and procedures and related matters.Provides leadership and direction in the coordination and the development of budgeting policy and procedures for collecting and analyzing the annual operating and capital budgets, and creation of related reports and analyses. Works with the President and budget managers to prepare operational metrics, benchmarks, ratios, operational business and revenue projection, and prepares monthly area commissioners board financial reports and other requested financial reports. Serves on the President's Administrative Cabinet to develop and manage the financial goals and strategic mission of the college. Ensures resources are available to respond appropriately to the communities and citizens of the college service area.Identifies operational improvement and revenue opportunities. Conducts analyses to support recommendations for financial improvements. Partners with divisions within and outside of the college to ensure stable financial operations. Assists with various special projects, to drive revenue and financial stability of the college. Maintains skills and knowledge through professional associations and resources. Provides all training with the college on financial literacy of the college.Develops financial reporting process for all financial aspects of the college including all monthly and annual financial reports including, but not limited to annual financial statements. Meets all required deadlines for State, Federal, and college reporting.Supervises and coordinates college support for the annual financial audit and state reports. Prepares responses to auditor questions, develops policies and procedures to address audit-related issues. Prepares and reviews foundations reports and coordinates foundation audit, student aid financial report, grants financial reports, employee payroll and enrollment revenue projection reports, and college KPI reports.Performs other duties as assigned.
Minimum and Additional Requirements State Minimum Requirements: A bachelor's degree and relevant experience in administrative services, public administration, business management, or related field. Must have a valid driver's license. NETC Preferred Requirements: A bachelor's degree plus six (6) years of relevant experience in administrative services, public administration or business management; or, master's degree plus four (4) years of relevant experience in administrative services, public administration, or business management. Experience as a Controller or higher level accounting position. CPA preferred. Preferred Qualifications Knowledge of principles and procedures pertaining to higher education. Knowledge of practices related to grant funding from state and federal sources. Knowledge of the institution's mission, policies and operations. Knowledge of administrative and business management principles, practices and procedures. Knowledge of state and federal laws, rules and regulations pertaining to the administrative/business management activities of the organization. Knowledge of governmental fiscal policies, practices and procedures. Ability to plan, organize and direct administrative and support activities and staff. Ability to formulate and implement administrative policies and procedures. Ability to establish and maintain effective working relationships. Ability to communicate effectively.
Additional Comments Daily decision making with minimal supervision is required of this position. Duties are performed with a great deal of independence and discretion.
Reports directly to the President, serves as a member of administrative cabinet, and works closely with other members of administrative cabinet. Some overnight travel will be required to attend professional conferences and peer group meetings. Benefits
