JOB SUMMARY
Manages the overall planning, design, testing, installation and troubleshooting of applications software in accordance with the Systems Development Life Cycle. Evaluates existing information systems to assess their suitability for the organization's needs and projected outcomes. Collaborates with key business stakeholders, software vendors, and programmers to achieve desired outcomes. Seeks out ways to improve existing processes and design systems to implement those changes. Manages and supports application developers by interpreting business requirements into system design, performing complex system analysis and ensuring system and security standards and policies are applied in all software construction and implementation. Responsible for project management and reporting of assigned projects for the Technology division and affected business areas. Analyzes new technologies and assesses their usefulness to the organization. Leads the technical support of all enterprise data systems including COTS and locally developed applications including the integration of all data. Provides technical guidance and support to team members. Areas of responsibility include HR, Finance, Student Systems, Business support and Microsoft Power Platform.

ESSENTIAL DUTIES/RESPONSIBILITIES Performs project planning, systems analysis and design of interfaces and data conversion, developing programming specifications, quality assurance oversight and management of applications programmers.
Ensures the integration of all system components e.g. procedures, databases, policies, software and hardware.
Develops and maintains project plans. Provides written status reports on projects and established systems as necessary.
Maintains knowledge of technology, including hardware, software, programming languages, database management, communication, Web interoperability and an in-depth knowledge of user needs and business requirements.
Performs requirements analysis and system design; develops program specifications and is responsible for system implementation.
Selects and evaluates software packages from outside sources as well as developing or adapting in-house systems.
Oversees the installation of new systems, and attends to necessary modifications or enhancements during the testing and debugging of programs.
Assigns work to and reviews work of team members and performs programming standards reviews; stays current on programming trends and applications. Reviews work of team members for conformity to project objectives and published standards.
Mentors team members and fosters an environment of creative problem solving, frequent positive interaction with users, and acceptance of diverse personalities and backgrounds while supporting the training of team members in analysis and programming.
Conducts Performance Evaluations and develops personal growth and development plans with individual team members.
Performs other related duties as assigned within the same classification or lower.
MINIMUM QUALIFICATIONS

Education Bachelor's Degree in information systems management or related field of education from a regionally accredited college or university required;
Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Experience Five (5) years professional experience in computer software programming, system design and maintenance or a related functional area required; and
Three (3) years experience in a supervisory or management role required.
One (1) year experience with project management and Maryland K - 12 student policies and procedures preferred.
Five (5) years experience supporting web based systems preferred;
Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Knowledge, Skills, Abilities and Other Characteristics Knowledge of and experience with .net, SQL Server, Oracle, cloud computing, Microsoft DevOps and the Microsoft Power Platform.
Proficient in database design and Systems Development Life Cycle.
Proven ability to work effectively within a team environment on multiple projects simultaneously.
Excellent oral and written communication skills.
Excellent organization and leadership skills.
Proficiency in database design.
Ability to create a positive environment that values, respects and leverages all employee talents while providing fair advancement for all employees.
Demonstrated ability to effectively work and communicate with diverse populations.
Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).
