Todd Creek Village Metropolitan District Distribution 1 / Field Operator Job Description Under the direction of the Distribution System Manager and in compliance with all state and federal regulations, operates the distribution and water pumping systems. This position is a non-supervisory position and requires appropriate technical training to perform.
Hours Full Time, 40 hours per week with on-call and overtime as needed.

Salary Range Entry Level – $18.00 – $22.00 / Hour Class 1 – $20.00 – $24.00 / Hour Class 2 – $22.00 - $26.00 /Hour Class 3 – $24.00 - $28.00 / Hour Class 4 – $26.00 - $30.00 / Hour (Pay rates are based off experience and knowledge and are negotiated based on these suggested ranges. Increased related experience will earn you the right to test for a pay class increase. If you pass the test, you will be advanced to the lower level of the next pay scale. Annual pay raises are given at the discretion of upper management and are not guaranteed.)
Duties Operates and maintains water distribution system including servicing of pumps, motors, valves, generators, and pipeline equipment. Exercise's system blow-off valves, air-vacuum valves, and in-line valves as scheduled. Cleans out and maintains system reservoirs as scheduled. Maintains pump stations and operation and maintenance facilities including mowing, snow removal, cleaning, painting, and any other associated tasks. Becomes familiar with safety guidelines and utilizes them in the workplace. Inspects, where necessary, the work of TCVMD contractors and other contractors (i.e., oil pipeline, cable tv, telephone) where TCVMD equipment or property are involved. Inspects water storage tower – Which exceeds 100' tall Locate TCVMD equipment and pipelines when necessary for contractors and landowners. Maintain activity log and associates with spare part inventory use (i.e., ordering, usage, receipt from supplier). Read flow meters, adjust pressure reducing valves, and repair flow meters. Sets meters and performs service inspections. Builds and maintains fencing as required for pump stations, reservoir sites, and along pipeline right-of-way. Exercises valves and performs hydrant maintenance. Including GPS of all system equipment, valves, lines and hydrants. Must become familiar with the rules, regulations, and policies of TCVMD. Collect water samples and deliver to the appropriate Laboratory for testing. Check chemical levels and refill or replace containers. Check water levels and pump operations. Run routine laboratory tests to determine proper chemical treatment. Maintain plant records. Observes and inspects quality of raw water, finished water, and condition of all plant equipment. Will be responsible for keeping all buildings and work areas clean. Assist and performs maintenance on machinery and equipment. Prepare daily reports on plant operations and controls. Ability to move 40-pound bags and 55-gallon barrels of chemical. Employee will be subject to emergency callouts as needed. Must be available to work on any shift either day or night, water utilities is a 24 hours a day, 7 days a week operation. Must arrive at work on time and maintain a regular and reliable level of attendance. Daily chemical analysis, handling of hazardous chemicals. Monitor the District systems through SCADA. Complete all tasks in accordance standard operating procedures or at the direction of the supervisor. Cross-trains and assists other departments when needed. Performs On-call duties related to the drinking water plant, distribution system, and raw water systems during assigned 1 week on call periods. Other duties as assigned. Skills and competencies Basic to advanced knowledge of hand tools, power tools, water hydraulics, chemistry, mathematics, plumbing, pumps, valves, motors, filters, and equipment maintenance. Ability to follow and understand safety procedures. The ability to identify, troubleshoot, and repair problems with a high degree of competency is required. Knowledge of computer software including Microsoft Office and SCADA systems. Ability to understand and follow oral and written instructions. Ability to work without direct supervision. Ability to attend and understand technical courses. Ability to detect problems in equipment operations. Time allocation Time spend in each category is approximate
Meter Sets – 10%, Valve Exercising – 25%, Daily equipment checks – 5%, Hydrant flushing and maintenance – 25%, Locates – 10%, Other – 25%.
Education and certifications requirements A current class 1 – class 4 Certified Distribution System Operators License through the State of Colorado is required. If a license is not held it must be obtained within 6 months of employment. A current class D – Class A Certified Water Treatment Plant Operators License through the State of Colorado is preferred. A driver's license and clean driving record is required. A high school diploma or GED is required to obtain a CWP License through the State of Colorado. Relationships This position will not generally make decisions independently about the execution of work but will be able to perform assigned duties without need of direct supervision by utilizing standard operating procedure documents or verbal instructions from the Distribution System Manager. Reports to the District Asst. General Manager, Distribution System Manager throughout the day. Must form effective, respectful, and courteous working relationship with supervisors, co-workers, customers, and third-party contractors. Refers any employees or customers to the appropriate individual in the case that the answer to a question is unknown or unavailable.
