RESPONSIBILITIES Direct plant management, EH&S staff, and environmental consultants to develop and maintain high levels of safety performance and leadership throughout the operations, creating and enforcing a safety and environmental stewardship culture by designing and effectively implementing sustainable business processes that result in zero injuries, accidents, over-exposure, and negative environmental impact. Assures that all activities of the plant operations are conducted safely and in an ethical, environmentally compliant, and responsible fashion and adherence with Corporate vision, mission, values, and Human Resources policies and objectives. Operational Excellence – develops, implements, and updates KPIs for each plant's individual segments and each plant. Oversees management of plants to meet and exceed budget and KPI targets. If specific tools and processes are not in place, this position will be expected to implement them. Team Player - Provides leadership and direction for production operations, challenging all employees, supervisors, and managers to achieve maximum potential, maintaining a high quality of leadership and open communication, and creating an environment of effective teamwork and collaboration. Effectively directs plant management and other departments. Supports the rollout and execution of projects and initiatives throughout the industrial sand plants. Working Capital - Assists and supervises production managers in identifying and attaining appropriate short- and long-term objectives. Proactively manages Inventory and other key items to improve working capital. Quality - Directs the quality control group, ensuring adherence to internal and external quality control requirements for all aggregate and sand products. Coordinates production and quality assurance to ensure availability and supply to meet customer specifications and satisfaction. Creates and effectively implements repeatable processes and works closely with procurement and engineering to drive out-of-spec material down across all products. Cost - Provides leadership and direction in the strategic planning for all plants, assuring that long-term market position will be enhanced by appropriate capital investment in plant and equipment and by recruiting, developing, and retaining superior employees. Creates and executes strategies aimed at continuous improvement of production and labor productivity. Prepares and develops annual operating and capital budgets and periodic performance forecasts. Develop and implement long-term mine development and reserve replacement plans. As needed, acquire reserve extensions to sustain and improve the Company's long-term market position. Ensures the Company's mining operations are run in accordance with project goals and contract requirements and assists if and as directed with the negotiation of lease and rental agreements and other contracts. As directed by the Chief Operating Officer (COO), represents Company in its relations with regulators, communities, and other important third-party groups, including but not limited to state, county, city, MSHA, Cal/OSHA, AQMD, Regional Water Quality Control Board. Oversees all permitting, ensuring that all required permits are up to date and plant operations comply with all permit requirements. Directs the process engineer and continuously evaluates opportunities for process improvement, productivity enhancement, and cost reduction within all areas of operations. Oversees the management of the Company's operational assets through good operating and maintenance practices. Achieves continuous improvement in management systems and operational efficiencies. On a weekly basis, update the Chief Operating Officer on all operational statuses and issues. Working closely with the Vice President of Sales & Marketing, balances customer demand and production capabilities to manage inventory levels and minimize waste. Supports the COO in growing market share and profitability via the development and securing of acquisitions and other business opportunities Organizational Development – develop and retain a highly productive and efficient operations team while driving succession planning for key roles, including the VP of Operations and all direct reports. Works with various trade associations and ensures the development and maintenance of professional relationships with recognized industry experts. QUALIFICATIONS 10 years' leadership experience in progressively more responsible production/operations management roles in industrial mineral operations; BS degree in Engineering (Mining/ Civil, Mechanical/ Materials/ Mineral Processing); or an equivalent combination of education and experience. Experience driving change in a union and non-unionized environment engages all stakeholders in a team-oriented process. Possess a strong personal commitment to safety and the ability to create employee ownership of safety, production, and quality. Experience in capital and operating budget creation at the plant level, along with sound knowledge of plant financial reporting. Demonstrated experience in reducing/minimizing operating costs and improving productivity. Demonstrated ability to evaluate and execute capital projects while allocating resources appropriately to meet normal business demands. Demonstrated ability to lead the maintenance department and improve equipment reliability. Strategic thinking that helps uncover new opportunities, optimizes company resources and ensures growth over the long term. Detailed working knowledge of mine planning, permitting, quality control, and reclamation. Sound knowledge of MSHA/OSHA regulations, employment laws, and environmental regulations as they apply within mining and processing operations- previous California experience is an asset. Demonstrated experience in leadership and project management, problem-solving and creativity, strategic thinking, and decision-making. Initiative with the ability to prioritize and manage multiple tasks. Effective communication skills, a well-developed business understanding, strong analytical and creative thinking abilities, and the ability to influence others. Exceptional written and verbal communication skills, including effective use of presentations and spreadsheet analysis. Willingness to work extended hours to meet deadlines and resolve plant problems. Ability to travel overnight and to work within the plant environment. WORK DEMANDS AND ENVIRONMENT While performing the duties of this job, the employee is required to sit for long periods of time, use close vision and hands/fingers to type; Local Travel and Travel to Company facilities and regular overnight travel are required, as well as the ability to respond to issues outside or during regular operating hours, which are essential job functions of this position. Vice President of Operations can expect to Travel at least 40% of the time. This position requires occasionally lifting office products and supplies up to 20 pounds.
