Overview PNNL's Earth System Science Division enables energy independence and national security through leadership in earth systems science, engineering, and decision analytics. Our work focuses on solving complex problems in the dynamic Earth system. Our interdisciplinary scientists steward a breadth of efforts that encompass research on plants to groundwater science and coastal zones, to storm prediction.
Our research focuses on understanding and mitigating operational risks at the interface of human and natural environments. This includes predicting the impacts of natural hazards and extreme climate events on Earth and human systems, along with the impacts of wildfire, flooding, sea level rise and storm surges. We focus on understanding and mitigating environmental contamination and increasing the resiliency, security and sustainability of water resources. We provide geointelligence through advanced sensing and data analytics to forecast complex system behaviors and operational performance to understand human-natural systems. This includes informed decision making and enhanced community resilience, advanced monitoring, and remote sensing of environmental systems for energy and national security. It also includes developing energy systems, including geothermal energy, sustainable oil and gas production, storage and utilization, along with carbon sequestration.
Driven by a "science-to-solutions" philosophy, we provide scientific leadership and technology to enhance national security, mitigate natural hazards and optimize disaster response. In the critical areas of energy, environment, intelligence, and defense, we deliver insights and decision support through the development of tools and solutions.
Responsibilities The Risk and Environmental Assessment Group at Pacific Northwest National Laboratory is seeking a tribal engagement and environmental regulatory professional to manage and support environmental projects conducted under the National Environmental Policy Act ( NEPA ). The successful candidate will have experience with tribal engagement on energy projects, and familiarity with preparation of NEPA documents. Candidates should have demonstrated capabilities managing project teams and developing proposals for funding, in addition to a publication track record and coordination of technical issues on projects across different disciplines. Additionally, candidates should have experience developing and leading tribal engagement strategies and activities in support of federal sponsors as well as have extensive experience working with tribal staff and leaders. The successful candidate will be comfortable working with a diverse set of research staff and project tasks and possess the appropriate skills to clearly articulate the objectives and outcomes of their research and project activities through proficiency in technical writing and communications.
The incumbent will work with staff scientists, sectors, and other project managers with responsibility for performing the following tasks with the level of quality, timeliness, and cost, to meet required project and sponsor expectations:
+ Lead project teams related to NEPA projects and tribal engagement activities.
+ Provide technical and programmatic support to PNNL NRC environmental program manager.
+ Lead and support public comment response teams in support of NEPA projects.
+ Prepare tribal engagement strategies and activities to support a variety of energy related projects for federal sponsors such as NRC , DOE , and FERC .
+ Prepare and review environmental information to support NEPA across a variety of projects.
+ Independently research, review, and prepare regulatory environmental guidance addressing tribal engagement.
+ Contribute to or lead technical report writing that documents field work and/or environmental sampling and monitoring activities.
+ Review comments received from the public, stakeholders, as well as tribal nations in support of federal sponsors as well as draft responses to comments for federal sponsors to consider.
+ Develop and contribute to technical proposals, project reports, scientific and technical products, and journal papers.
+ Develop and contribute new capabilities within the group and resource area.
+ Mentor junior staff.
Qualifications Minimum Qualifications:
+ BS/BA and 7+ years of relevant work experience OR
+ MS/MA and 5+ years of relevant work experience OR
+ PhD with 3+ year of relevant experience
Preferred Qualifications:
+ Degree in anthropology, archaeology, cultural resources management, Environmental Studies, Resource Management, or closely related field.
+ Experience with nuclear energy and related topics.
+ Experienced in developing tribal engagement strategies.
+ Experience working with tribal nations and experience and knowledge of:
+ DOE Order 144.1
+ Executive Order 13175 on Consultation and Coordination with Indian Tribal Governments, NRC Tribal Policy, and Protocol Manual
+ Executive Order 12898 to Address Environmental Justice in Minority Populations and Low-Income Populations
+ Executive Order 14096 Revitalizing our Nations Commitment to Environmental Justice for All
+ Experience researching policy and analyzing regulations related to tribal engagement and consultation in support of federal sponsors.
+ Experience with Project Management/Management/Principal Investigator principles.
+ Demonstration of relationship management, business development, and successful award of proposal funding.
