Position Overview The Office of Human Resources is seeking to hire a dynamic, detail-oriented Transactions Manager with a background in working with a complex personnel transaction program for a public or private organization. The Transactions Manager will be responsible for managing through professional and paraprofessional human resources staff the transactions program for assigned Divisions within the Department while ensuring proper implementation of Personnel Rules, Personnel Code, Pay Plan, Comprehensive Employment Plan, collecting bargaining agreements and Department of Central Management Services directives.
Job Responsibilities Serves as Transactions Unit #E Manager.  Serves as full-line supervisor. Provides interpretations of Personnel and Departmental Rules, Regulations and Policies, including the Comprehensive Employment Plan, for personnel operations. Directs personnel transaction processing procedures. Prepares and tracks information and documentation relative to E-Pars and Part B documents. Attends meetings on behalf of the Bureau Chief and commits the office to specific courses of action.  Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four years college with course work in human resources, public or business administration.  Requires three years progressively responsible administrative experience working with a complex personnel transaction program for a public or private organization. Preferred Qualifications Three (3) years of professional experience overseeing a personnel program for a public or private organization. Three (3) years of professional experience working with personnel rules, personnel code, pay plan, Comprehensive Employment Plan or similar compliance rules and regulations. Three (3) years of professional experience providing advice and counsel to employees and senior leaders regarding human resources for a public or private organization. Three (3) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism. Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects. Three (3) years of professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed. Three (3) years of supervisory experience including assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off. Three (3) years of professional experience working with collective bargaining agreements for a public or private organization. Work Hours: Mon - Fri, 8:30am-5:00pm
