Join our dynamic team at the Division of Human Resources (DHR) as we seek talented individuals to become part of the Learning and Development Office (LDO). As a valued member, you'll have the opportunity to effectively manage programs and contracts while serving as a business analyst for the LDO. You will be responsible for ensuring program compliance, utilizing a variety of analytical techniques to creatively resolve complex issues, prioritize tasks, work independently, analyze data, effectively communicate ideas and information both verbally and in writing. You will provide training services delivered statewide that will continuously enhance the skills and abilities of the Department's employees in the most cost- effective and efficient methods; provide creative solutions to address individual and department-wide training issues; and consult with managers and supervisors to identify training needs.
Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst  exam. Working Conditions Position located in Sacramento, Sacramento County.
This is a Limited Term position which may be extended to 24 months or become permanent.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate. 

New toState candidates will be hired into the minimum salary of the classification orminimum of alternate range when applicable. Special Requirements The SOQ should include your education, training, experience, and skills that qualify you for the position. The SOQ should be typed, be no more than 2 pages in length and no less than 12-point font. The SOQ must include a response to each statement below, including specific examples:
1. What does excellent customer service mean to you and share an example of a recent positive customer service experience you provided.
2. Describe your organizational skills and resources you use to stay organized and successful.
3. Describe a time you worked with stakeholders or external partners to complete a project, what was your role? Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Proficient in Excel with the ability to effectively navigate and utilize its features. Familiarity with Blackboard/Anthology Learning Management System including ability to navigate, leverage its tools and understanding of its functionalities. Proficient in SharePoint with capability to effectively collaborate.
