Description: Position Summary and Job DutiesPrimary work involves being the lead administrator of multiple County land use related Ordinances, as describe below. Work also involves responsibilities for the design, preparation and implementation of planning projects intended to promote the orderly growth and development of the County and of the various communities contained within its boundaries. Assist with the development of land use related plans and programs assigned to the Land Conservation Department. Work includes acting as the leader in a team approach to planning projects; advising local governmental bodies concerning planning and land use issues; preparation of grant applications, monitoring of grants and periodic progress reports. Responsibility to assume the role of Acting Director when necessary.    
95% Designs, prepares and implements planning projects and administers County Ordinance to promote orderly growth and development in Rock County. Serves as an advocate for the Planning, Economic and Community Development Agency's programs and assigned Ordinances designed to help implement Rock County's Comprehensive Development Program.  Assists with the development of land use relating plans and program development assigned to the Land Conservation Department. Provide guidance to the Towns in Rock County related to Town Zoning and Land Use decisions. Counsels and provides development information, ordinance standards, permits, applications, and comprehensive development plan information to customers affecting their property or property they may plan to purchase or develop. Communicates with individuals and public committees about broad issues pertaining to denying or approving with or without conditions development proposals. Works with and through the Agency's Director and Corporation Counsel as the County's expert witness in any program litigation, monitors jurisdiction of the Agency's ordinances and programs for alleged violations, investigates, and prepares evidence. Represents the Agency as the lead advocate supporting code and ordinance standards and policies in cases before the Rock County Board of Adjustment and continues this advocacy in cases as they proceed through litigation. Researches, prepares and submits grant applications and continue to monitor all grantsAct as technical advisor to other planners in solving difficult assignments and in reviewing objectives, techniques of execution and result findings. Assure land division, conditional use and other ordinance and program applications are provided to appropriate Agency staff. Compiles recommendations for consideration as part of applications formal approval, denial or conditions of approval. Communicates with individuals, public committees and boards about issues pertaining to approving, denying and conditions of approval of development projects. Produces maps and other graphics using Geographical Information System software. Reads, interprets, actualizes and incorporates existing and new State legislation and Administrative Codes. Attends and serves on committees as requested by the Agency Director.   5% Perform other duties as required. Success Factors (KSA's) A combination of education and experience will be considered when reviewing an applicant's qualifications per the following. It is not expected that a candidate meets each of the following at time of hire, but rather as the ability to meet when combining future on the job experience with education and past experience Knowledge of land development codes, ordinances and programs of the county or similar knowledge in another municipal setting. Primary Ordinance administration is for Floodplain and Shoreland Zoning, Land Division Regulations and provide assistance to Towns with General Zoning Administration. Knowledge of the Farmland Preservation Program Knowledge of State Enabling Legislation and Administration Codes affecting County operations. Knowledge of a variety of software programs, including but not limited to Microsoft Office, and other programs needed to professionally communicate with applicants, professional staff and be able to access mapping and data needed to perform the job. Knowledge of construction technique regulations and estimation. Ability to organize and coordinate projects effectively. Ability to creatively problem solve. Ability to supervise a small number of employees and perform independent research on planning problems. Ability to interact with potential hostile clients to resolve conflicts. Ability to analyze and supervise the systematic compilation of technical and statistical information and to prepare technical reports. Ability to communicate clearly and effectively through oral speeches and in writing. Ability to develop and maintain effective working relationships with other employees, Town, County, State and Federal officials and the public.  Job Requirements, Education, Training & Experience Graduation from a four (4) year college or university with a Master's Degree in planning, public administration, land use or related field and two (2) years of progressively responsible experience in urban, regional or community planning or land use administration work is preferred. Graduation from a four (4) year college or university with a Bachelor's Degree in planning, public administration, land use or related field and four (4) years of progressively responsible experience in urban, regional or community planning or land use administration work will be considered. American Institute of Certified Planners Certification and membership desirable. Work experience in Geographic Information Systems.Experience in environmental analysis technologies. Supervisory experience preferred. Valid driver's license.
