Full job description Introduction The Department of Health Services (DHS), Division of Enterprise Services (DES), Bureau of Information Technology Services, (BITS) is recruiting to fill a Telecom Specialist.

Public Service Loan Forgiveness Program employer DHS is located at 1 West Wilson Street in the heart of downtown Madison, near the State Capitol, the Madison Metro route and the Capital City bike path. This is a hybrid position that offers the option to work remotely up to 3 days per week with the other 2 days in the office. Remote flexibility will be discussed further if presented with a job offer.

Position Summary As the Telecom Specialist , you will be responsible for providing support and technical expertise to all DHS locations statewide. This position requires strong communication skills; advanced technical writing skills; and the ability to work within a team.
Duties include but are not limited to, the following:
Overseeing the installation, maintenance, and support of telecommunications components within the DHS. Coordinating the ongoing service delivery efforts of the section, communicating, coordinating, and collaborating with other sections and teams within the division, Department, and other Agencies. Providing high-level technical customer services, guidance, and understanding of customer IT/Telecom service requirements and telecommunications needs. Leading IT/Telecom work efforts and projects. Researching, implementing, using, and supporting new technologies. In this position, you will be expected to focus and function with an enterprise perspective; to prioritize and assign tasks for a large critical workload; and advise customers, DHS management, and other entities on technologies and telecommunications.
Salary Information The starting salary is between $41.50 and $46.00 per hour (approximately between $85,200 and $96,600 per year), depending on qualifications, plus excellent benefits.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Network Specialist Senior and is in pay schedule and range 07-33. A 12-month probationary period is required.
Job Details All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications Minimally qualified applicants will have all of the following:
Experience in an enterprise or corporate environment. Experience performing maintenance, testing, configuration, and technical support of hardware, software, or communications services. Experience working with IT Networking practices such as SIP trunking, voice VLANs, wireless WAPs, and network infrastructure. Well-qualified applicants will have at least one of the following:
Experience creating, revising, and implementing technical and operational policies, procedures, and protocols. Experience working with outside vendor relations (AT&T, Verizon) including billing reconciliation. Experience working with inventory management best practices.
