As a EXPLOSIVE ORDNANCE DISPOSAL TECHNICIAN (INDEF) (TITLE 32), WG-6501-11, you will:
Remains technically qualified through constant training and is authorized to undertake and perform or assist in procedures to ensure the rendering safe and disposal of high explosive ordnance and special weapons, including but not limited to both U.S. and foreign guided missiles, mines, projectiles, rockets, bombs, miscellaneous munitions items, booby traps, improvised criminal and terrorist devices, as well as chemical, biological and nuclear bombs/warheads/devices. Interprets state, Federal, Department of Defense and Department of Transportation laws and regulations regarding environmental matters to include the Munitions Rule (MMR), and Resource Conservation and Recovery Act (RCRA). Uses independent judgment to arrive at proper disposal methods while coordinating with above agencies when possible. Organizes and conducts area reconnaissance for detection and identification of unexploded ordnance (UXO). Determines distances to which personnel and material must be evacuated for safety. Photographs, documents, and formulates possible render safe procedures for all unknown ordnance/devices for technical intelligence reporting requirements as established. Employs special tactics and procedures to gain access to and perform necessary render safe procedures (RSP's) using specialized tools and classified techniques. This includes counter defense measures such as locating, identifying, and neutralizing electronic surveillance devices including active and/or passive infrared switches, microwave energy devices, acoustical, magnetic, and electro-mechanical switches to name a few. Utilizes remote controlled devices, shaped charges, and other explosively operated tools and techniques where needed. Supervises and/or participates in the neutralization and disposal of chemical and biological ordnance. Operates portable x-ray equipment and processors. Uses experience and knowledge to interpret radiographic images to identify hazardous components such as electronic circuitry, electrical and mechanical switches, membrane switches etc. to determine safest RSPs. Resolves mathematical problems to interpret electrical properties of devices to apply classified procedures in an effort to minimize damage that could result from a yield/high order detonation. Provides guidance to and coordinates with key staff members of the Disaster Control Group (DCG) and the Survival Recovery Center (SRC) in the development of emergency planning procedures and policies. Responsible for simultaneous command and control of multiple EOD teams during inspections and contingency operations. Provides a 24-hour stand-by capability within the flight or through coverage of other agencies when unavailable. Provides support to Secret Service in the form of sweeps, searches and stand-by duties on a case-by-case basis. Prepares and maintains all required reports, IAW applicable directives. Periodically reviews documentation procedures to ensure adequacy and completeness. Manages EOD operational security (OPSEC) components for encrypting global positioning system (GPS). Performs duties as a specialized member of Disaster Preparedness teams or independently in detecting, monitoring, evaluating, plotting, reporting and decontaminating radioactive, chemical and biological hazards. Organizes, coordinates, and directs surveying, site planning, resource management, and range clearance operations. Mentors and trains assigned EOD Specialists in the safest, most reliable means of neutralizing and disposing of hazardous explosives under extreme conditions. Provides technical guidance and training to base populace in UXO search, marking, identification, and reporting procedures. Provides additional training to postal workers in identification and handling procedures of letter/package bombs and to base fire department personnel on all locally assigned weapons platforms and munitions. Provides technical expertise with regard to contingency planning and writing local plans, publications, and instructions. Performs other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS :



Compatible military grade and assignment required prior to the effective date of placement . This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. National Guard Membership is required. Must be NAVSCOLEOD Graduate. Must be able to obtain and maintain a Top Secret security clearance. Candidates must have a valid state driver's license. Participation in direct deposit is mandatory. Medical screening will be completed upon selection for hire. Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP). Males born after 31 December 1959 must be registered for Selective Service. May be required to successfully complete a probationary period. This position is eligible to be in the union. May occasionally be required to work other than normal duty hours; overtime may be required. The duties and responsibilities of your job may significantly impact the environment. GENERAL EXPERIENCE: Have experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards.


SPECIALIZED EXPERIENCE: Experience leading to the ability to oversee the establishment of facilities, obtain equipment and vehicles, coordinate environmental and legal issues, procure commercially available explosives, determine manpower requirements, plot grids, develop pre and post site plans and procedures to include local hazards both natural and man-made, provide safety briefings, obtain medical and firefighting requirements, make travel arrangements, and obtain funding requirements. Experience leading to the ability to diagnose problems and determine corrective actions and procedures for complex situations involving and or relating to detection, identification, evaluation, rendering safe, recovery, and disposal of explosive items that are hazardous to operations, facilities, or personnel. Experience leading to the ability to apply experience and judgment to devise the best possible solution to the situation. Experience exercising a broad knowledge of electronic theory and principals and their application to a wide variety of complex circuitry. Experience leading to the the ability to read and interpret wiring schematics, mechanical drawings, and specialized technical manuals to evaluate, and determine appropriate action. Proficiency in the use of a multi-tasking computer in the Windows based environment. Experience leading to the ability to develop and update Microsoft Access data bases and Power Point presentations and to use the Air Force Electronic Publications Library and the EOD technical order CD ROMs as well as other EOD specific and related software. Experience leading to the ability to react under extreme pressure to a number of situations at any given time and acute situational awareness of surroundings, resources, options, including cause and effect of actions performed. Complete knowledge of assigned aircraft with regards to access, safing of hazardous components, engine shutdown, pilot extraction, and weapons download procedures. Proficiency in the operation and calibration a variety of specialized tools and equipment utilized in carrying out assigned duties (i.e., remote controlled devices, shaped charges, and other explosively operated tools, etc.). Organizational and coordinating knowledge and skills to perform surveying, site planning, resource management, and direct range clearance operations. Knowledge of all aspects of DoD information and physical security procedures to include classified courier responsibilities, high risk munitions security, and COMSEC and proper procedures for handling, storing, and emergency destruction of classified documents and components. The ability to operate numerous specialized vehicles such as modified M-60 Tanks, M113 armored personnel carriers, high mobility, multi-purpose wheeled vehicles (HMMWV's), front end loaders, excavators, miscellaneous robotic devices, MHU-83 bomb lift truck, and various class B vehicles. Knowledge of explosive safety procedures involved in disarming and making safe a variety of explosive devices designed to destroy and terrorize and to transport and store all munitions types. Proficiency in the operation and maintenance of numerous weapons and tactics to include: M-9 Baretta, M-16 automatic rifle, M82A1 Barret .50 caliber sniper rifle, specialized shape charges and explosive techniques, Base Recovery After Attack (BRATT), area denial, air base ground defense measures, Stand Off Munitions Disruption (SMUD), land navigation and map reading, initial area reconnaissance and explosive clearing of bed-down sites, intelligence gathering and exploitation of foreign ordnance/devices, E-4 nuclear response capability, Camouflage, Concealment, and Deception (CCD), blast mitigation and containment, emergency destruction of DoD assets during force evacuation/base denial.
