MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university and five (5) years of experience in computer systems analysis and/or computer programming, three (3) years of which must have been in systems programming;or

A master's degree from an accredited college or university in one of the computer sciences or management information systems and four (4) years of experience in computer systems analysis and/or computer programming, three (3) years of which must have been in systems programming;or

A doctorate from an accredited college or university in one of the computer sciences or management information systems and three (3) years of experience in systems programming;or

Seven (7) years of experience in computer systems analysis and/or computer programming, three (3) years of which must have been in systems programming and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.

Experience in computer systems analysis and/or computer programming can substitute on a year-for-year basis for the required college education.

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required computer systems analysis and/or computer programming experience.

JOB DUTIES:

This position resides in the Office of Agriculture Technology Services and reports to the Chief of Application Development Services. The Application Development Manager leads a team that facilitates the analysis, design, development, implementation, and maintenance of enterprise applications and cloud solutions. This position supports the goals and strategies of the department and creates architectural principles and consults with senior managers and other Information Technology (IT) stakeholders to develop IT application frameworks, procedures, and standards. Technologies leveraged include Microsoft Dynamics 365 / Power Platform, Azure DevOps, SharePoint Online, .NET, Power BI, OnBase, and data modeling tools to name a few. The Application Development Manager coordinates and collaborates with information technology teams, business units, and other stakeholders to set priorities, manage new development initiatives, maintain operations, and provide direction and oversight to application development teams. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Application Development, Management, and Maintenance

Maintain the overall integrity and quality of the FDACS application environment, including code reviews, regular data improvement and hygiene, enforcement of application development processes and standards, and management of business rules to ensure that quality code is delivered.

Optimize the use of the solution development tools and standards across the organization by staying current on upcoming enhancements to functionality and guiding staff in the appropriate use of the existing functionality.

Provide support and training in the use of the application solutions developed, including orientation for all new staff and specialized training in response to changing roles, business processes and application functionality.

Work with technical teams and help desk to provide technical assistance to users and troubleshoot and resolve application problems.

Manage the relationship with software vendors, escalate issues that require immediate resolution, and advocate for fixes/patches to the applications and software when appropriate.

Oversee deployments to production environments to ensure industry best practices, agency policies, and procedures are adhered to.

In coordination with the Database Manager, develop Extraction, Transformation and Loading (ETL) standards including tools, methods, and documentation.

In coordination with the Database Manager, develop data and metadata policies and procedures for structural design and development to build, maintain and leverage the data model, ensuring integration with agency data standards.

Ensuring that all developed code is managed as a critical asset to the agency along with ensuring quality so that it is reliable, re-usable, and defendable.

Ensures that teams leverage tools such as Azure DevOps to build and maintain software, support release management, and collaborate with project teams.

Application Development Strategy and Planning

Responsible for Logical and Physical Enterprise Data Models, Enterprise Data Dictionary, and Enterprise Metadata.

Oversees the design, evaluation, selection, implementation, and support of application development initiatives.

Provides extensive technical, and strategic advice and guidance at the highest level to senior managers and technical resources in the creation and implementation of new application design and development, solution architecture, standards, and databases.

Provides a strategic level of technical leadership to the application and solution development groups, other Information Technology teams, and the enterprise.

Engage FDACS Business and Technology stakeholders to understand business and operational needs.

Make recommendations to management on the selection of application development solutions and related software.

Assess future information requirements to develop long-range, comprehensive application development plans.

Perform related work as required including, but not limited to, adherence to the policies and procedures of the department's Information Resource Security Program and allocates time as requested for Disaster Recovery activities.

Perform and document performance measurement activities and recommend system re-configuration to effect improved database performance.

Works with the Business users and Business Analysts to understand and document solution requirements.

Communicate Application Architecture to business users and management.

Facilitate communication and teamwork related to solution architecture and models.

Directs personnel activities for assigned sections.

Develop and maintain technical standards, policies and procedures, and techniques for guidance of Application Development personnel.

Develops, reviews, and approves position descriptions.

Conducts interviews and makes hiring recommendations.

Develop and monitor training plans.

Develops, reviews, and communicates work performance expectations.

Monitor and evaluate member performance and maintain working files of subordinate performance.

Prepares, communicates, and reviews formal performance evaluations.

Recommends approval of overtime

Meets with management to provide status updates regarding team and projects.

Contract Management

Manages contracts and agreements with state, private agencies, and other organizations of any assigned programs in an efficient and accountable manner. Evaluates data processing project proposals and assess project feasibility. Monitors expenditures of the department for information technology. Assists in developing, planning, organizing, and administering policies and procedures for the department to ensure strategic data processing objectives are met.

Responsible for performing other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of application development using Microsoft technologies including, but not limited to, Microsoft Power Platform, .NET and Cloud framework technologies.

Ability to collect, evaluate and analyze information to develop alternative recommendations, solve problems, and produce solutions.

Ability to organize data in logical formats for demonstration in documents, reports, presentations, and other materials.

Knowledge of business and technical analysis.

Knowledge of project management principles and practices.

Ability to conduct fact finding research, to work independently and as a member of a team, and to communicate effectively.
