Position Overview Position Summary
Under limited supervision, the ENMU System Title IX Coordinator is responsible for the University's overall compliance with federal Title IX regulations, the University Title IX Policy, the University Title IX Resolution processes, and advancing the University's training and education of Title IX. The ENMU System Title IX Coordinator is instrumental in facilitating the University's commitment to a working and learning environment free from discrimination, including sexual assault, harassment, and misconduct. The ENMU System Title IX Coordinator provides support of these responsibilities for all ENMU campuses (Portales, Roswell, and Ruidoso).
Requirements Duties and Responsibilities: Coordinate the Title IX program for the ENMU system to ensure compliance with federal regulations, including the review, coordination and implementation of other federal regulations, state laws, and University policies related to Title IX matters. Develop, coordinate, and administer on-going training, education materials and resource guides, and communication on Title IX relevant policies and procedures to the University community, including management of a third-party online training program. Develop and implement all necessary Title IX documentation and policies, including maintaining and updating Title IX website. Oversight and supervision of the System Title IX Investigator Oversee Title IX Resolution Processes and Procedures, including review of complaints and reports, evaluation of jurisdiction and eligibility for adjudication under Title IX Policy, investigations, hearings (if needed), decisions, appeals, and all required communications to ensure compliance. Process referrals of reported incidents to other ENMU policy adjudicators (when necessary) to ensure that all reported incidents are reviewed and properly addressed if they are not within Title IX jurisdiction. Coordinates with campus Deputy Title IX Coordinators, Department of Public Safety, Campus Security, Student Conduct, General Counsel, and third-party consultants on all applicable complaints, to monitor the resolution process and procedures for all parties involved. Oversee and maintain electronic tracking and record keeping system of Title IX training/complaints to support case management and documentation. Oversee tracking and reporting data related to training and education of Title IX policy and procedures for faculty, staff, and students at all campuses, and providing reports as requested to administration at each campus. Oversee and support development of campus climate surveys. Obtain training on changing regulations and guidance for Title IX, as well as local/state/federal sex discrimination regulations. Ensure that training and certifications for all designated Title IX staff members, including Deputy Coordinators and Investigators are current; maintain credentials and links to training materials (as needed). Oversee administration of the ATIXA memberships, training opportunities, and credentials for designated staff with Title IX responsibilities at all campuses. Coordinate efforts and responses with all campus administrators and General Counsel to ensure compliance with University System Title IX Policy and Resolution Processes and Procedures Consistently evaluate the ENMU Campus communities and work with campus administrators to implement security and prevention measures related to Title IX compliance. Performs other duties as assigned. Minimum Job Requirements:
A bachelor's degree with a minimum of five years' experience in human resources, legal, student conduct, student life, or a similar field with investigation or complaint resolution responsibilities, or an equivalent combination of education and/or experience is required. Master's degree and one year of Title IX Coordinator experience in higher education, and Title IX Coordinator Certification is preferred.



Knowledge, Skills, and Abilities: Demonstrated knowledge and ability to interpret federal and state EEO/non-discrimination and Title IX laws/regulations such as Clery Act, Violence Against Women's Act, Campus Save Act Demonstrate training experience and analytical experience. Must possess excellent written and verbal communication skills and strong interpersonal skills. Ability to work with all levels of the organization. Ability to understand discretion, confidentiality, and strong judgment skills. Working Conditions Physical Demand and Working Conditions: Work is sedentary in nature that at times requires exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Paid Time Off
Full time exempt employees accrue 14.66 hours of annual leave and 14 hours of medical leave per month. Employees must work for the University for three months before they are eligible to use annual leave. Leave accruals will be pro-rated for part time employees. Temporary employees do not accrue leave.

Eastern New Mexico University offers a tuition waiver for regular employees and retirees. This program waives the tuition for one course (up to four credit hours) per semester.
