Position Summary: The Supplier Subcontractor Administrator (SSA) will develop, negotiate, and administer subcontracting agreements based on company and federal requirements. The SSA shall monitor and evaluate subcontractor performance to ensure compliance with legal and contractual obligations. The SSA shall coordinate with Wildflower finance and technical teams to ensure subcontracts are aligned with the Company strategy. The SSA will assist with the selection and management of company suppliers to ensure compliance with the terms and conditions of company Prime contracts. The SSA serves as the primary point of contact for external suppliers.
The position is responsible for the corporation's overall subcontract contractual compliance and reporting, as well as managing workflow and optimizing performance of the subcontracts department within the ERP system.  The management of subcontracts and associated records is required within the ERP system in a manner that is auditable and allows the company to obtain a Defense Contract Management Association-approved procurement system. Essential Duties and Responsibilities: Review government solicitation documentation to include statements of work, terms and conditions, flowdown terms and conditions, bid or performance evaluation factors, and other measures to ensure subcontractor compliance. Develop and manage supplier teaming agreements that comply with company Prime contracts. Qualify vendors, evaluate proposals, and maintain subcontract files in the ERP system and in accordance with established procedures.  Participates in teaming arrangements and strategic marketing alliances between company and outside sources. Strong working knowledge and experience administering government contracts/subcontracts with FAR/DFAR regulations. After subcontract award, ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives. Monitoring subcontractor's performance, including on-time delivery and managing contractual deliverables. Prepare and disseminate information regarding subcontract status, compliance, modification, deviation, negotiation, and termination. Handle inquiries and needs for subcontractor due diligence requests. Ensure post award compliance. Monitor contract performance and provide guidance on contractual issues, including dispute resolution and risk management. Stay current with industry trends, regulatory updates, and best practices to ensure the company's subcontracting processes remain compliant and competitive. Provide training and mentorship to the subcontracts team, fostering a culture of continuous improvement and professional development. Anticipate, plan, and participate in routine audits. Create reports and provide analysis for internal usage, as requested. Analyze regulations and propose solutions to subcontracting challenges. Research statutes, regulations, and laws as they apply to Wildflower's needs. Support proposal responses as necessary. Any other duties needed to drive to our Vision, fulfill our Mission, and abide by our Values. Job Qualifications/Requirements: Bachelor's degree in Business Administration, Contract Management, or a related field; advanced degree or professional certification (e.g., CPCM or CFCM) is a plus. Minimum of 5 years of experience in supplier contract management, with at least 3 years in a leadership role within a federal government contracting environment. In-depth knowledge of FAR, DFARS, and other relevant government regulations. Proven track record of successful negotiation and management of complex contracts. Strong leadership and team management skills, with the ability to motivate and develop a high-performing team. Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and build strong relationships with external partners. Superior attention to detail, organizational skills, and ability to manage multiple projects simultaneously. Proficiency in the use of ERP systems, particularly NetSuite Proficiency in the use of Microsoft Office Suite, particularly Word, Excel, and PowerPoint.
