****************************************************************************************  SUMMARY - Supervisor Payroll  Under general supervision, coordinates, administers and performs quality assurance of Districtwide payroll and central timekeeping systems and activities; responsible for the direct supervision of payroll and central timekeeping support staff.
ESSENTIAL FUNCTIONS -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following : Meets regularly with staff to prioritize tasks, identify problems, and resolve workload issues; evaluates issues, identifies problem areas, and develops solutions. Provides guidance in the processing, recording and reporting of all District payroll functions; performs duties within scope of authority and training, and in compliance with MPS policies and quality standards. Researches operational and administrative problems, evaluates alternatives, recommends solutions, and implements adopted changes. Performs significant administrative support and/or coordinates work, with Districtwide implications. Supervises and reviews the work of assigned staff; trains staff in specific departmental and unit policies and procedures. Evaluates employee performance and effectively recommends employee selection, initial disciplinary action and other personnel activities. Provides for the training and development of assigned staff. Answers inquiries, provides information and resolves complaints from staff regarding payroll and central timekeeping processes, which often requires the use of judgment and the interpretation of policies, rules and procedures. Compiles statistical data and information, maintains various records, and prepares special and periodic reports. Contributes to the overall quality of the unit's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.. Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures. Maintains absolute confidentiality of work-related issues, records and MPS information. MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines Associate's Degree in Accounting, Business or Public Administration, or related field; AND five (5) years of payroll experience; OR an equivalent combination of education, training and experience as determined by Human Resources. Bachelor's Degree in Accounting or Business Administration is preferred.

Knowledge of: Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline. Principles and practices of developing teams, motivating employees and managing in a team environment. Office management practices and procedures, including records management and the operation of standard office equipment. Research and analysis and project implementation techniques. Applicable laws, regulations and collective bargaining agreements. Principles and practices of payroll administration. Principles and practices of public administration. Specified computer applications involving the design and management of databases or spreadsheet files and the development of special report formats. Correct business English, including spelling, grammar and punctuation. Techniques for working collaboratively with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained. Skill in: Performing professional-level payroll duties. Interpreting, applying and explaining applicable laws, codes and regulations. Planning, organizing, supervising, reviewing and evaluating the work of others. Training others in policies and procedures related to the work. Developing and implementing goals, objectives, policies, procedures and work standards. Developing effective work teams and motivating individuals to meet goals and objectives and provide customer service in the most cost effective and efficient manner. Understanding, applying and explaining office and administrative processes and procedures. Compiling and summarizing information and preparing periodic or special reports. Preparing clear and concise reports, correspondence and other written materials. Analyzing and resolving varied payroll issues. Using tact, discretion and prudence in dealing with those contacted in the course of work. Using initiative and independent judgment within established procedural guidelines. Coordinating multiple activities and meeting critical deadlines. Contributing effectively to the accomplishment of team or work unit goals, objectives and activities. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
