Job Description Salary:
Hamilton Enterprises, LLC, a CPA, Management and IT consulting firm, is seeking qualified and available

Subject Matter Experts (SMEs), which include Maintenance SME, Americans with Disabilities Act and Complementary Paratransit (ADA) SME, Title VI SME, Disadvantaged Business Enterprise (DBE) SME, and Equal Employment Opportunity (EEO) SME

to support a Federal client in Washington, DC. The position is full-time and contract.

Responsibilities:
Conduct Capacity Enhanced Review Focus (ERFs) as part of Comprehensive Review
Review and verify all financial preliminary findings of deficiency for reviews conducted by the Contractor
Lead or assist with the development of program and training content in alignment with FTA policy and guidance
Author draft reports and technical memoranda; participate in recipient oversight workshops as required
Lead or assist with Special Assignment, Technical Assistance, and Corrective Action Support tasks.

Mandatory qualifications:
Minimum of a Bachelor's degree or equivalent from an accredited institution of higher learning

Required experience and expertise:
Maintenance SME:
Minimum of 8 years demonstrated professional experience in fleet maintenance management.
Demonstrated knowledge of public transit operations and fleet maintenance.
Demonstrated strong analytical and training skills and experience.
Demonstrated ability to identify risks in maintenance systems and practices, verify if requirements are complied with, and present solutions to any identified maintenance concerns.
Demonstrated professional expertise necessary to interpret, accurately apply, and evaluate recipient compliance with complex federal maintenance requirements, including those in FTA circulars.
Demonstrated ability to explain complex maintenance topics and requirements to non-expert audiences.

ADA SME:
Minimum of 8 years, demonstrated professional experience in applying, in a transit operations setting, the requirements in the DOT ADA regulations, including the standards for buildings and facilities.
Demonstrated knowledge and ability to review facility drawings and vehicle design specifications for ADA compliance.
Demonstrated strong analytical and training skills and experience.
Demonstrated ability to identify risks in ADA compliance, verify if requirements are complied with, and present solutions to any identified ADA concerns.
Demonstrated professional expertise necessary to interpret, accurately apply, and evaluate recipient compliance with complex federal ADA requirements, including those in DOT rules and guidance.
Demonstrated ability to explain complex ADA topics and requirements to non-expert audiences.

Title VI SME:
Minimum of 8 years demonstrated professional experience in applying transit service planning principles and the Title VI regulation, as well as conducting fare elasticity studies, origin and destination surveys, and service impact and service equity analyses.
Demonstrated strong analytical and training skills and experience.
Demonstrated ability to identify risks in Title VI compliance, verify if requirements are complied with, and present solutions to any identified Title VI concerns.
Demonstrated professional expertise necessary to interpret, accurately apply, and evaluate recipient compliance with complex federal Title VI requirements, including those in FTA circulars.
Demonstrated ability to explain complex Title VI topics and requirements to non-expert audiences.

DBE SME:
Minimum of 8 years demonstrated professional experience in applying knowledge of the Department of Transportation's DBE program ensuring nondiscrimination in the award and the administration of DOT-assisted contracts.
Demonstrated knowledge and ability to identify risks in DBE compliance in accordance with applicable law, and only firms that fully meet DOT's DBE eligibility standards are permitted to participate as DBEs.
Demonstrated professional expertise necessary to interpret, accurately apply, and evaluate recipient compliance with complex DBE requirements.
Demonstrated strong analytical and training skills and experience with the ability to explain complex DBE topics and requirements to non-expert audiences.

EEO SME:
Minimum of 8 years demonstrated professional experience in applying and interpreting Equal Employment Opportunity requirements within the context of public transit award recipients.
Demonstrated strong analytical and training skills and experience.
Demonstrated ability to identify risks in EEO compliance, verify if requirements are complied with, and present solutions to any identified EEO concerns.
Demonstrated professional expertise necessary to interpret, accurately apply, and evaluate recipient compliance with complex federal EEO requirements, including those in FTA circulars.
Demonstrated ability to explain complex EEO topics and requirements to non-expert audiences.

All SMEs:
Demonstrated ability to locate root causes of issues, research multiple issues simultaneously, and to write comprehensive, accurate, and concise reports in a timely fashion, as well as give professional oral presentations.
