CLOVERLAND ELECTRIC COOPERATIVE STAKING TECHNICIAN DAFTER Status: Non-Union, Non-Exempt, Hourly Job Code: 54-4421 1. POSITION FUNCTION/OBJECTIVE
Under the direction of the System Engineer, the Staking Technician will provide overhead and underground electrical distribution line design, and in-the-field location staking in accordance with RUS, NESC, and Cloverland standards and specifications. The Staking technician ensures effective construction, maintenance, and operations of the Cooperative distribution system and service to the Cooperative membership that is adequate, safe, and reliable. The Staking Technician will have a dotted line relationship with the Division Manager.
2. PRINCIPAL DUTIES AND RESPONSIBILITIES
a) Perform all duties and work in a safe and efficient manner in accordance with the Cooperative Safety Manual, Cooperative Procedures & Policies, and the Employee Handbook.
b) Serves as the Cooperative's representative and is responsible for the coordination and development of all Staking Technician work product. Is expected to maintain effective communication between internal and external stakeholders during the development of all work orders and staking activities before work is turned over to construction.
c) Perform all necessary field investigations required to develop and prepare service orders, work orders, permissions, and permitting requirements.
d) Compile and prepare in conjunction with field investigations cost estimates inclusive of all the necessary information for construction or maintenance work. Activities involve but are not limited to:
a. Coordinating and meeting with all necessary parties to reach an agreed upon/permission to locate, relocate, place, remove, and/or route Cooperative facilities
b. Preparations utilizing drawings and sketches, photographing, taking measurements, staking, marking with ribbons or locating paint, and related field work
e) Perform calculations for electrical loading, voltage drop, phase connectivity, fusing, and transformer capacity and configuration recommendations.
f) Perform calculations for mechanical pole and conductor loading analysis and reporting for attaching Cooperative facilities and/or of entities seeking attachment of facilities to Cooperative poles.
g) Perform overhead and underground distribution system line and spanning design. Must ensure design work meets RUS/NESC and Cooperative Standards for the physical and mechanical placements of Cooperative facilities including, but not limited to: poles, pole mount assemblies, overhead primary conductors, pad mounted and underground structures, underground primary conductors, metering, instrumentation metering cabling, etc.
h) Works in coordination with Right of Way and is required to provide all the necessary information for the timely preparation of easements and permits.
i) Works in coordination with Purchasing & Stores and is required to prepare and furnish a bill of materials and/or 'pick lists' per Purchasing requirements for material procurement.
j) Works closely with System Engineer to ensure that the final work order packages meet Engineering approval.
k) Is expected to advise the Division Manager when the engineer approved work order packages, inclusive of all Right of Way product, are ready to be scheduled for construction.
l) Assists the System Engineers, and other engineering personnel, with projects as needed or assigned.
m) Perform in-the-field final location staking for service orders, work orders, or other system improvement or maintenance work corresponding to final engineer approved staking packages.
n) Assist System Engineers and other personnel responsible for Standards development.
o) Serve as a witness and Notary Public for the execution of easements and other Cooperative documents as needed. Is expected to remain up to date on all requirements for this designation.
p) Work with all Cooperative personnel to meet the goal and objectives of the organization.
q) Travel within the service territory, on a regular basis, is required. Other travel may be required to fulfill training or other Cooperative needs.
r) Perform all other duties as needed or assigned.
s) Achieve and maintain FAA Part 107 UAV certification. Be able to utilize Cloverland Electric Cooperative drones in day-to-day operations and special projects as they arise.
3. WORKING CONDITIONS/PHYSICAL DEMANDS

a) Work is performed indoors and outdoors, temperatures can be variable at times and may range from subzero to high heat and humidity. When outdoor work is required, weather may be inclement at times. Must be available for work during adverse weather conditions.
b) Good physical condition and dexterity is required. Lifting and moving weights greater than 50 pounds may be required but is rare. Medium work requiring exertion of up to 50 pounds of force more frequently, and up to 25 pounds of force more regularly. Lifting and carrying 10-25 pounds, regularly, 50 pounds occasionally.

c) Position requires the individual to be capable of stooping, bending, reaching (overhead), climbing, grasping, pushing, pulling, and having the ability to walk long distances in all types of terrain, or working in awkward positions. The position requires, sitting, standing, and driving/riding in vehicle. The position may require driving/riding of the following: snowmobile, ATV, small and large boats, or small planes.

d) Good hand to eye coordination is necessary, as is the ability to read electronic displays and screens, printed materials, and maps. Must be capable of utilizing handheld and manually operated tools that are coincident with the duties of the position.

e) Must be able to communicate clearly and accurately and possess good hearing as needed for work and safety compliance in a hot line environment.
f) Must possess visual color perception in order to differentiate wire and part colors.
g) Motor vehicles, computers, small handheld or mobile electrical instruments and devices, customary office and business communications equipment are utilized in this position. The individual should be familiar with and capable of operating equipment utilized in the construction operation.

h) Must be willing to submit to alcohol and drug testing, per company policy.
i) Hazards include working near or around electrical and radiant energy.
4. POSITION SPECIFICATIONS
This non-union position is paid hourly and is non-exempt under the provisions of the Fair Labor Standards Act.
5. EDUCATION AND EXPERIENCE
a) Associate Degree in electrical, civil, or related engineering or engineering technology field. May consider other combinations of relevant education and experience.
b) Experience in electrical distribution or transmission design and/or related construction or surveying is preferred.
c) Certification as a Notary Public, or the ability to obtain within the first six months of hire.
6. KNOWLEDGE, SKILLS AND ABILITIES
a) Proficient oral and written communication skills with high attention to detail.
b) Demonstrated proficiency in the use of computer hardware, word processing, spreadsheets, engineering software, and communication equipment.
c) Demonstrated the familiarity with, or the ability to acquire and maintain, experience of the National Electric Safety Code and the Rural Utilities Services construction standard bulletins.
d) Demonstrate the ability to acquire and maintain a variety of engineering related disciplines including calculations for member electrical loading and fault current availability, pole mechanical loading, design, layout, and providing specifications; not limited to the construction standards for overhead and underground facilities; analyzing voltage/line loss, and general sectionalizing practices related to member installations.
e) Proficient in understanding the cooperative and regulatory rules and regulations; mapping, material selections, and environmental stewardship.
f) Proficient in use or demonstrate the ability to develop proficient use in the Cooperative tools utilized for drafting, CADD based staking, and CAD assessment tools.
g) Must maintain a valid driver's license.
h) Employee is to perform the essential functions and elements of this position competently and on most occasions will be responsible for providing sound independent responses on behalf of the Cooperative.
i) Personal characteristics to include: a team player, high integrity, good personal habits, regular work attendance, courteous and friendly, tact and persuasiveness, able to work well with diverse groups of people, and gain and maintain respect of others, both inside and outside the Cooperative.
7. REPORTING RELATIONSHIPS a) Reports to: System Engineer with a dotted line reporting to the Division Manager
