Job Description and Duties Please Note:  A Supplemental Questionnaire must be submitted along with your application in order to be considered for this position. Please see "Special Requirements" section for Supplemental Questionnaire instructions. Assist with the creation of daily hearing day calendar report and review report for completion and missing cases to ensure all scheduled cases are reviewed and assigned to an Administrative Law Judge (ALJ) prior to hearing day. Reviews complex cases to determine hearing readiness, determine any missing documents, pending action items, or information that needs to be communicated to the claimant. Contact claimants prior to hearing to confirm attendance at hearing, explain hearing process, process any action requests, and assist the claimant with exhibits. Communicate with claimants, Programs, Counties, Authorized Representatives prior to hearing to ensure receipt of statements of position and claimant submitted documents needed for hearing. Verify contact information and interpreter needs and update the case accordingly. Work as a team to provide hearing day support for judges conducting hearings. Analyze hearing day problems to determine proper resolution. Communicate with counties to ensure availability of hearing representatives, resolve issues in which hearing representatives or ALJs are double booked, contact claimants and apply regulatory requirements to enter non-appearances as appropriate, assist judges with accessing technical support when needed, and act as liaison between the assigned ALJs and the parties. Responsible for typing and preparing sensitive and confidential material. Review hearing decisions to ensure proper formatting, grammar, and consistency with Department policies. Timely release decisions and ensure finalized decisions are properly uploaded and mailed to he claimants. Responsible for downloading and uploading documents into our Appeals Case Management System (ACMS). Prepare daily reports with up to date case information for the Presiding Judge. Analyze alternatives, identify consequences, compile findings and make recommendations to assist with case readiness. Independently review each case assigned for hearing on each hearing day to ensure the ALJs properly updated case disposition. Confirm non-appearances, remove ALJ case assignments from cases that did not go forward, contact ALJs for clarification and ensure that all end of hearing day data is accurate in ACMS. Maintain statistical analysis to track and monitor case and hearing outcomes in order to forecast ongoing hearing resource needs on a weekly/monthly/annual basis. Research and report monthly hearing outcome information to maximize efficiencies. Establish working relationships with internal and external stakeholders. Give and receive information on assigned topics. Attend meetings and briefings and inform management of subject matter discussed and/or decisions made. Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.
Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
