The Pathology Department is seeking a Sr. Grants & Contracts Analyst to provide dedicated professional level sponsored funds management with specific responsibility for pre-award functions that includes, but may not be limited to proposal preparation, submission, budget development, reporting, compliance, and closeout. Works independently on a variety of applications for grants and contracts that range from simple to highly complex. While this role may assist with some aspects of non-sponsored funds, the primary goal of this position is to ensure timely, effective and efficient functioning of sponsored funding. Highly interactive, the Sr. Analyst will provide broad/in-depth professional administrative level guidance on protocols, regulations and guidelines to PI and other scientific / research professionals, both within the University and with other associated research / administrative professionals outside of the University. This position offers guidance and learning support to Grants & Contracts Analysts, Budget Specialists, Coordinators, and related staff within the department. Serves as lead or back up in the absence of Grants and Contracts Manager for pre-award activity and/or when decisions must occur to meet deadlines or address issues. This position works independently on a variety of complex level grants/contracts, including but not limited to those from NIH, DOD, and other sponsors. These grants, contracts and awards may involve highly detailed budgets, multiple projects, Cores and Sub-awards, Investigator-initiated, Consortium and higher complexity Foundation grants and pharmaceutical company or related clinical trials. Will also provide direction and assistance to Analysts with details related to Sub-awards from other institutions on their federal pass-through grants. Specific Duties & Responsibilities Partner with and act as final point of contact with departmental faculty and/or budgetary staff and the Office of Research Administration toward the planning and development of application submissions to various federal offices, private agencies/foundations and commercial companies. Understand and utilize institutional policies for pre-award grant process and sponsor guidelines. Review all sponsored project proposals for assigned faculty prior to them being forwarded to the Manager and ORA for signature; or prior to direct submission with authorization to do so. Review involves accuracy, content, adherence to all relevant guidelines. Responsible for the timely preparation of proposal budget for Principal Investigator Review. Provide instruction, preparation assistance and support related to grant application procedures. Serve as liaison between research units, central offices and funding agencies. Review budgets and related justification for appropriateness and completeness of content. Provide groundwork for subcontract negotiations. Ensure compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc. Manage all assigned grant submissions to ensure timeliness and accuracy. Maintain ongoing updates and communications related to current grants and contracts, this includes regular auditing and reporting to principal investigators on financial status of grants and contracts. Also, provide relevant updates and reports to departmental leadership, as needed. Manage related post-award processes, including award setup, review, account setup verification, and ensuring that staff is setup appropriately, RPPRs (Research Performance Progress Report), and paperwork finalization related to subcontract setup. Oversee and direct all aspects of complex award management activities and provide oversight to other employees, including monitoring and managing accounts, audits, and evaluations and reporting. Helps coordinate and document management, narrative and reports for private and government agencies. Reviews tables from scientific section if indicated. Meets with colleagues with regard to budgets, and staffing plans. Prepare routine, customized, and ad hoc reports for both internal and external financial reporting. Create and maintain spreadsheets utilizing appropriate software applications. Perform ad hoc research and fact-finding on a wide variety of grant submission issues; know the formal and informal Institute goals, standards, policies and procedures. Create, maintain, & analyze electronic and paper record keeping systems including retrieval, retention, storage, compilation, updating, and destruction of files; creating new systems or revising established procedures as needed. Works with investigators to improve documentation, technical wording, regulatory/compliance. Provides training and guidance at all levels. Participates in new hire onboarding/training for related skill sets. Tracks and ensures deadlines are met. Performs miscellaneous related duties as assigned. Special Knowledge, Skills, & Abilities Strong organizational and analytical skills, problem solving abilities, and attention to detail required. Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines required. Demonstrated ability to coordinate projects independently and work constructively as part of a team. Knowledge of accounting and budgeting theory and practices required. Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred. Ability to make independent judgments and to act on decisions on a daily basis. Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines. Thorough knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, DOD, NSF and other sponsors. Working Knowledge of FIBI, Grants.gov Workspace and ASSIST. Operates personal computer to access email, electronic calendars, and other basic office support software. Ability to demonstrate advanced skills in Fibi, SAP, and other job required systems when assigned. Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports. Utilizes Internet to search for information, contacts for research, and clinical consultation, international contacts. Proficiency in Word, Excel spreadsheets, PowerPoint presentations, e-mail communications, electronic calendaring, transcription, excellent spelling and grammar, excellent interpersonal and organizational skills, ability to handle multiple complicated tasks, prioritization skills. Must have the ability to coordinate multi-faceted types of work. Excellent typing, communication and medical terminology skills are necessary. Related work experience in clinical or medical research field. General understanding of external Federal Guidelines, funding/sponsor communication & grant/contract best practices. Computer with skills as noted below. Ability to operate PC, laser printer, fax, copier, shredder, scanner, and multi-line phone. Work Environment While performing the duties of this job, the employee may remain in a stationary position (sitting at computer/desk) up to 85% of the time. The employee is required to operate computer keyboard for majority of work time and other office equipment like calculator or copier throughout the day and for prolonged periods. Prolonged vision requirements including viewing computer screen, paper reports/documents, and statements. May transport from one area to another (in the administrative office or building) or be required to lift and/or move up to 40 pounds with proper training, or precautions/lifting aides (example: paper supply boxes, document files, large mail bags/boxes for pick up or receipt). In some areas, workspace is confined. Staff may be required to complete annual competency review, and must ensure compliance with Hospital Policy, Laboratory Policy & Procedure, Health, Safety & Environment regulations, and all applicable privacy & confidentiality laws/practices. Minimum Qualifications Bachelor's Degree. Four years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting. Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula. Successful completion of the RAT program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied. Preferred Qualifications Experience with related research grants and contracts. Starting Salary Range: $62,300 - $109,000 Annually ($82,069 targeted; Commensurate with experience)
