ESSENTIAL JOB FUNCTIONS: Works under the direction of the Equity, Diversity, and Inclusion (EDI) 
Officer to administer Equal Employment Opportunity (EEO) and Employee/Labor Relations programs for the 
City in compliance with local, state, federal discrimination, and employment regulations. Serves as lead/senior 
EDI staff. Monitors compliance with federal law as it relates to accommodations for employees to include Title I 
of the Americans with Disabilities Act and Amendments (ADAAA) and Family Medical Leave Act (FMLA).
Maintains current knowledge of employee and labor relations trends, legal decisions, and statutory changes. 
Conducts legal research necessary to support decisions regarding employee relations. Drafts position statements 
in response to Equal Employment Opportunity Commission (EEOC) complaints. Administers EEO, Age 
Discrimination in Employment (ADEA)/Equal Protection Act (EPA) programs for the City. Researches and 
investigates Title VII and other EEO/employment complaints and uses fact finding techniques to respond to both 
in-house and agency complaints. Analyzes and makes recommendations based on statistical employee utilization 
data related to EEO compliance. Conducts sexual harassment/violence in the workplace investigations. 
Participates in the development and delivery of management training programs designed to advance the human 
resources skills of the City of Memphis (COM) staff. Administers the Memoranda of Understandings (MOUs) 
with labor organizations and addresses labor relations matters advising the appropriate procedure. Leads or 
assists in negotiations and impasse situations. Counsels Division Directors and members of management and 
mediates on EEO and labor relations issues. Participates in resolving arbitration cases. Revises and/or drafts 
personnel policies and researches employment laws. Prepares and conducts Respectful Workplace, new hire, and 
other EEO-related training classes. Monitors compliance with federal laws relating to accommodations for 
employees including the ADAAA regarding nondiscrimination on the basis of disability in Employment (Title I), 
laws relating to religious accommodations, the Pregnancy Discrimination Act, etc. Provides advice and guidance 
on appropriate accommodations to management and employees, including the process to follow for 
accommodations to be requested. Assists in resolving employee FMLA leave in compliance with federal law. 
Advises managers and employees on sensitive labor and employee relations matters, including grievance and 
arbitration procedures, performance issues and disciplinary actions. Advises/assists managers in identifying 
employee relations issues and determining appropriate course of action. Responds to Title VI inquiries. 
OTHER FUNCTIONS:
1. Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. 
Requires the use of office equipment such as personal computer, phone, and copier. Involves contact with 
employees at all levels and various government agency officials. 
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. Requires
occasional travel to visit other offices for negotiations or other EDI matters.
MINIMUM QUALIFICATIONS: Bachelors' degree in Business, Public Administration or a related field and
eight (8) years of professional EEO and/or labor relations experience including grievance processing, appeal
review and disciplinary activities, as well as facilitating on-going communication and working relationships with
employee organizations; or any combination of experience and training which enables one to perform the
essential job functions. Juris Doctorate from an American Bar Association accredited law school is strongly
preferred. A license to practice law in Tennessee is strongly preferred. Title VI Coordinator certification
preferred. The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment.
