Required Certifications/Licenses:
A WI DPI license in the area of Orientation and Mobility (826) is required or must be eligible to obtain.


Position Purpose:
The Orientation and Mobility Specialist provides services to students who are blind or visually impaired. O&M Specialists teach individuals with visual impairments to travel safely, confidently and independently in their environment. O&M specialists provide instruction in the use of the white cane, public transportation, and school and community safety. Responsibilities include but are not limited to conducting assessments, providing instruction, communication and collaboration with IEP teams, acquiring accessible equipment for the students, and consultation with staff for environmental considerations. The students range in age from birth through 21 years.


Formal Education:
Master's Degree in Blindness and Low Vision Studies including Orientation and Mobility Specialist for Children


Experience:
O-3 minimum years of experience with school-aged children and/or experience working with children with multiple impairments.


Fiscal Responsibilities:
As assigned by the Executive Director of Special Education.


Knowledge, Skills & Abilities:

Awareness of services and supports available from local programs for students. Knowledge of local, state, and national resources for the education of students. Understanding of various eye conditions, the educational implications of the visual impairment, and the results of functional vision and learning media assessments. Provide professional development for staff, parents, and other stakeholders as necessary. Understanding of current professional materials and resources such as online resources, libraries, universities, etc. Understanding of information and training regarding current research, development, technology, and best practice strategies.
Essential Functions:

Participate in the referral and assessment process of visually impaired students. Conduct evaluations of the orientation and mobility needs of visually impaired students. Participate on the Individualized Education Plan (IEP) team and assist in developing appropriate IEP goals and objectives. Recommend any modification to program or specialized services needed based on the visual impairment. Develop and implement an instructional plan based on identified student needs. Provide direct O&M services to students with visual impairments including daily living skills, self-advocacy, and recreation or leisure skills as related to orientation and mobility and self-determination. Instruction may include the use of a long cane, concept and motor development, sensory development, sighted guide techniques, street crossing and route planning, use of public transportation and travel within a variety of communities. Provide consultations to school staff, peers, parents, and community. Collaborate with staff to order, distribute, and maintain canes and low vision devices related to travel. Team with Teacher of Visually Impaired (TVI) students and other instructional and related services personnel. Consult with and advise school personnel on design and provision of safe and efficient environments. Provide direct instructional services to students with visual impairment in evaluation areas. Manage all case related documentation and correspondence in a timely manner. Maintains data on students, services rendered and evaluation and IEP activity. Monitor progress and provide additional training as needed. Participate in Individual Education Planning meetings for students with visual impairments and assists the educational team in program placement decisions. Maintain ongoing contact with parents to dialogue about a child's abilities, progress, and future goals.
