One of ten districts across Louisiana, MHSD was created by the state legislature in 2003 to oversee the delivery of publicly funded, community-based mental health, addictive disorders and developmental disabilities services to our area. MHSD serves adults, children and families of Orleans, Plaquemines and St. Bernard Parishes. In particular, we serve residents who are uninsured, or Medicaid eligible/covered, individuals suffering from mental illness, individuals suffering from addiction, and individuals who have developmental and/or intellectual disabilities.

A master's degree in mental health counseling, psychology, social work, sociology, or a behavioral science followed by three years of professional counseling.
NECESSARY SPECIAL REQUIREMENT:
Licensure as a Licensed Addiction Counselor by the Addictive Disorder Regulatory Authority (ADRA), or its successor, as required by law, pursuant to the Addictive Disorder Practice Act, LA RS. 37.******** .6. NOTE:
A graduate degree, the substance of which is professional mental health counseling, psychology, social work, sociology or a behavioral science in content, from a regionally accredited institution of higher education offering a master's degree and/or doctoral program that is approved by the Licensed Professional Counselors Board of Examiners or Addictive Disorder Regulatory Authority will be accepted as qualifying. NOTE:
Any college hours or degree must be from an accredited college or university. NOTE:
The master's degree in social work must be from a school accredited by the Council on Social Work Education, 1701 Duke Street, Suite 200, Alexandria, VA 22314.
Job Concepts
Function of Work:
To serve as a Licensed Addiction Counselor providing independent professional addictive disorders counseling to clients and families with a minimum of supervision concentrating on clients with specialized, unusual, or multiple disorders.
Level of Work:

Supervision Exercised:
May provide functional and clinical supervision over other counselors, staff, and professionals. Location of Work:

Job Distinctions:
Differs from the Professional Counselor series by the presence of licensure as a Licensed Addiction Counselor.
Differs from lower-level counselors by the presence of a master's degree and licensure as a Licensed Addiction Counselor.
Differs from a Social Service Counselor 5-B by absence of supervisory responsibility.
Examples of Work
Conducts complex assessments of clients utilizing standardized assessment tools. Develops level of care recommendations and treatment plan including identification of goals and therapeutic interventions.
May provide training in caseload principles and practices and ensuring compliance with federal and state regulations and agency policy and procedures.
Participates in the decision making process and provides oversight of work performed by Certified Addiction Counselors and Registered Addiction Counselors.
Outlines appropriate specialized services for program participants based on assessment and other pertinent data.
Meets with officials of local and state agencies, professional organizations, advocacy organizations and private providers to develop and maintain a viable service delivery system and community support systems.
Serves as a group leader/facilitator in a group therapy setting made up of persons with addictive disorders in order to provide treatment and educate them on coping with such difficulties and methods for preventing relapse.
Serves as a member of the monitoring team to review and refine the quality and level of services provided.
Serves as liaison and coordinator between individuals, their families, the community, and service providers. Evaluates and monitors services and redirects when indicated.
May provide expert testimony and recommendations on behalf of clients in court cases in response to judges and other officers of the court.
