Organization Overview:
Minnesota Assistance Council for Veterans (MACV) is a statewide nonprofit organization with a mission to end Veteran homelessness in Minnesota. MACV provides comprehensive programs in the areas of housing, employment, and legal services to support Veterans and their families throughout Minnesota who are homeless or at risk of homelessness. MACV operates a budget over $10 million annually and has a team of approximately 100 employees throughout Minnesota. The organization has office locations throughout the state, with administrative functions centralized within a headquarters office based in St. Paul.
Approximately 65% of MACV's revenue is from various government grants, with the balance primarily from philanthropic support. Approximately 50% of expense is on staffing and supplemental contracted services, 30% on direct financial assistance on behalf of Veterans, and the remaining 20% for operation of program services and housing facilities.

Position Overview:
The VA Supportive Services for Veteran Families (SSVF) Shallow Subsidy service provides rental assistance to low-income Veteran households who are enrolled in SSVF's Rapid Rehousing or Homeless Prevention projects but remain rent burdened. Under the Shallow Subsidy service, MACV will provide rental assistance payments to landlords on behalf of Veteran households along with light case management services. The MACV Shallow Subsidy (SHS) Program Manager will develop, improve, and coordinate the MACV SHS Program to ensure the service is maximized for Veterans experiencing or at risk of homelessness. These duties shall contribute to the MACV mission to End Veteran Homelessness in Minnesota, and to do so in ways that aspire to programmatic and administrative excellence. The SHS Program Manager will develop and implement processes and procedures for the program, supervise (or administer) case management services and staff, coordinate with landlords and community partners, and ensure programmatic grant compliance.
Primary Duties and Responsibilities:
Supervise SHS Case Managers-current FTE 6 staff
Maintain a caseload of SHS clients providing light-touch case management of subsidy program participants, and provide more intensive case management as needed.
Coordinate, communicate, and provide training with internal staff on subsidy program and case management.
Coordinate with external partners such as VA, MDVA, and other stakeholders.
Ensure subsidy payments are submitted and approved for payment on time monthly.
Communicate with Landlord or MACV Landlord Engagement team to ensure timely rental payments and lease compliance.
Develop and maintain a network of professional contacts in rental housing to cultivate affordable units.
Develop program orientation materials and presentations for clients and landlords on Shallow Subsidy.
Supervise data collection and monitoring of subsidy program participants are required by grant
Provide and coordinate unit inspection verifying habitability in accordance with grant requirements.
Use Salesforce to track participant and program progress, maintain up-to-date case files and case notes, and ensure programmatic compliance.
Maintain direct financial assistance budget for grant cycle.
Requirements:

Key Skills and Other Characteristics:
Two plus years' experience of working with vouchers and/or subsidized housing and in navigating housing waitlists and permanent subsidy programs, or in housing case management working with subsidies and waitlists.
Demonstrate ability to collaborate with others effectively; to manage conflict; to participate as a team member; and to give and accept criticism constructively.
Ability to effectively provide supervision.
A broad understanding of the programs and services available when a Veteran is experiencing or at risk of homelessness.
Working knowledge of affordable housing, Housing First, and Fair Housing basics.
Ability to serve individuals with previous, serious, justice involvement with compassion and fairness.
