The vacancy has the following supplemental qualification: Applicant must possess and maintain certification by the International Code Council as a Certified Building Official (CBO).
This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Possession of a current Louisiana license to practice professional architecture or engineering plus seven years of professional level experience in architecture or engineering.
Job Concepts FUNCTION OF WORK:
To serve as a leader and departmental authority in either a broad area of architecture, engineering, or project management. As a staff specialist, serves as a high level, technical expert for the entire agency in a specific field of architecture or engineering, responsible for developing, managing, and/or evaluating highly technical and specialized components of important architectural/engineering programs or projects.

This job is designated a Dual Career Ladder Job as defined in C.S. Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

Expert.

SUPERVISION RECEIVED:
Broad review from FPC Assistant Director or FPC Director. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
May exercise functional/project supervision over other project managers, architects, engineers, agency representatives, etc.

JOB DISTINCTIONS:
Differs from FPC Project Manager by the presence of responsibility for serving as agency expert/consultant/researcher in a specific area of expertise and by the extent of knowledge gained through progressive experience in the specific field. For those broad areas of specialization in which the required expertise is routinely needed for an extremely large volume of critical, time-sensitive projects and/or contracts, the agency may desire more than one expert at this level.

Differs from FPC Assistant Director by the absence of responsibility for serving as the deputy and primary assistant to the Director.

Serves as the recognized, top-level technical expert in a specific area; performs advisory and consulting work for the agency as a recognized authority in a broad program area or in an intensely specialized area of considerable novelty and importance. Formulates and guides the research on problems of exceptional difficulty and marked importance to the organization: typically will have contributed new designs or techniques which are regarded as having major impact on the specialized area.


Consults with Secretary and/or Assistant Secretaries on programs requiring knowledge of varied, complex or technical processes or programs. Represents the agency and provides information and data concerning assigned program area to federal, state and local government officials, state legislators, administrators, and other project managers, planning organizations, and the general public.


Provides final and authoritative review of agency and/or consultant work results to ensure compliance with contractual provisions and administrative policies, and to transfer findings through the development of effective implementation of programs.
