Job Description and Duties The Department of Managed Health Care's Office of Enforcement handles the litigation needs of the Department and represents the Department in actions to enforce the managed health care laws.  The Office of Enforcement (OE) has an exciting opportunity for a motivated person committed to providing their best work product in support of the OE.  The successful candidate will be the OE's eDiscovery administrator and will be assigned a litigation caseload and manage, with minimum supervision, the OE's eDiscovery application by inputting, searching, and exporting large volumes of electronically stored information. This position will also be a lead for the OE's legal secretary and legal assistant classifications in their support of the attorneys.  
ESSENTIAL FUNCTIONS OF THIS POSITION INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING: 
Under direction of an attorney who shall accept full responsibility for the tasks performed, and supervised by a Staff Services Manager I, the incumbent will be assigned to the Division of Legal Administration's Legal Support Branch. The incumbent will manage all aspects of discovery for OE's attorneys, assess legal issues and evaluate all documents submitted as part of discovery to determine evidentiary value and ensure each case successfully progresses through the eDiscovery process. Responsible for running requested reports from the ProLaw and eDiscovery applications as requested by an attorney during the investigation and prosecution stages of a case. The Senior Legal Analyst independently performs the full range of the most varied and complex paralegal duties which are analytical in nature, and provides consultative services to management and others. The Senior Legal Analyst performs other duties as required.

This position is eligible for a hybrid telework schedule under Government Code 14200. Under the Department of Managed Health Care's (DMHC) current hybrid telework policy, employees may be required to report in-person to the office two times per week and will be required to utilize a shared or "hotel" workspace. Employees may also be required to report in person more frequently as determined by management, which may include working at a DMHC designated headquarters and/or offsite events or locations. Employees must work from a location within California while employed at the DMHC.

Working Conditions The DMHC utilizes a hybrid telework model to provide all employees with an avenue to telework while ensuring business and operational needs are met.
Remote-Centered employees are expected to maintain a safe and distraction free work environment at the approved alternate work location. Remote-Centered employees agree to adhere to the state telework policy, the DMHC's telework policy, and conditions cited in the Telework Agreement (STD 200).
Office-Centered employees are expected to maintain a dedicated workstation at a DMHC official worksite. Office-Centered employees are expected to work in a climate-controlled office or cubicle under artificial lighting.
Special Requirements The position(s) require(s) a Background Investigation be cleared prior to being hired. All applicants not currently employed by the DMHC will be subject to a pre-employment background investigation. The investigation will consist of fingerprinting and an inquiry to the California Department of Justice to disclose criminal records.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Demonstrated ability to act independently and as a member of a legal team; 
• Excellent written and verbal communication skills demonstrating the ability to accurately proof read a legal document ensuring compliance with English 
grammar and syntax rules, as well as, ensure correct legal citation consistent with the California Style Manual;
• Experience with the eDiscovery application Relativity;
• Working knowledge of legal resources including traditional library references and software applications; 
• Working knowledge of legal concepts, terminology, principles, and procedures;
• Working knowledge of Westlaw and ability to perform case law legal research;
• Excellent interpersonal, analytical, time management and organizational skills; 
• Ability to type, format, file and serve legal pleadings in multiple jurisdictions; 
• Ability to ensure deadlines are met, compose correspondence, provide information or assistance using good judgment and discretion; 
• Ability to maintain case and administrative files and records;
• Ability to interact with diverse groups and effectively manage multiple projects with competing priorities.
• Ability to reason logically and accurately analyze situations;
• Ability to prepare reports and summary sheets which set forth the statement of facts, applications of relevant law, and conclusions;
• Ability to prepare drafts and pleadings; draft litigation discovery documents such as interrogatories and motions; 
• Ability to read and understand statutes, regulations, legal documents, and similar material; and 
• Evidence of continuing education, such as additional paralegal or legal course work.
