GSV is seeking a Senior Education Advisor to provide support to the United States Agency for International Development (USAID), Asia Bureau, Office of Technical Services, Education Division. The position reports to the Asia Bureau Director of Technical Services. The position will be temporarily remote but expected to return to office in Washington, D.C. once indicated. The start date is immediate.

Work Schedule: Full-time, Hybrid (Report to office 3 days a week)
Starting Salary: $132,238 - 
Clearance: Active Secret-level clearance required

? Serves as an expert advisor to the Asia Bureau on basic and higher education and development considerations for strategic planning and management for the Asia region.
? Advises the AA, DAAs, and field missions' management and technical staff on basic and higher education program management, development, and policy issues; strategic alignment of Bureau education activities with Agency education strategy; and on Congressional matters related to the Agency's education program.
? Formulates policy and programming guidance for strategic program planning for the Asia Bureau.
? Provides leadership in the education sector for the Asia Bureau, including providing technical and operational guidance and support to operational units programming basic and higher education resources.
? Serves as COR/AOR for designated activities.
? Conceptualizes new approaches to policy reform to increase the impact of USAID-supported interventions.
? Provides expert guidance to field mission and grantee organization in Asia on the application of Bureau priorities and strategies.
? Represents Bureau interests to senior-level and other host government officials, as well as to representatives of local private sector and NGO entities senior-level advisor formulates an agenda of research and analytic needs in formal and non-formal education and development issues, leading to policy and programming guidance for
? application throughout the Asia Bureau.
? Stays abreast of and disseminates information on regional trends and best practices in formal and non-formal education programming in Asia.
? Analyzes, designs, implements, and evaluates policy reform and sectoral adjustment programs for countries, sub-regions, and the region as a whole, that focus on key
? agency priority areas for education programming.
? Provides bureau with expert analyses of the effectiveness of major formal and non-formal education policy reform and non-project assistance interventions (including those of USAID and other development assistance agencies).
? Identifies significant socio-cultural and institutional issues affecting the education development area and structural adjustments in Bureau countries. Leads budget analyses on USAID education investments in Asia. Identifies and promotes initiatives that improve the impact of resource use.
? Provides expert advice and guidance to field Missions in Asia with basic and higher education assessments and implementation of educational programs; evaluates education program performance and impact and disseminates lessons learned; and helps promote linkages, where appropriate, with other sectors for sustainable development.
? Reviews Mission project planning documentation for coherence, relevance, programmatic realism, and adherence to agency policy and strategies.
? Identifies resources within or outside USAID and maintains contact with experts in the education field and helps to secure their services, as appropriate, to assist Missions.
? The senior-level Education Advisor plans, develops, and implements program/project
development activities that affect broad mission areas, such as the assigned country or program areas in the education development sector.
Represents Bureau interests to and interacts with education sector council and other USAID committees, pillar and other bureaus, State department, Congress, bilateral and multilateral organizations, think tanks, and representatives of PVOs/NGOs and the private sector.
? Provides programmatic backstopping and management on high visibility projects in the education sector in Asia, consulting with professionals in various sectors.
? The senior-level advisor directs or participates in geographic and central Bureau review of proposed basic and higher education projects, programs, and policy.
? Provides expertise to field missions in Asia in carrying out analyses, feasibility studies, and project design proposals through preparation of terms of reference and making study teams available.
? Provides project development expertise on the design and implementation of the Asia Bureau's education portfolio, which includes a variety of sectoral projects.
? Leads the design and development of new education programs/projects, including initial reconnaissance of projects, preparation of scopes of work for feasibility studies; selection of study contractors and review and approval of completed feasibility studies.
? Reviews program/project proposal for economic, financial, technical, social, and environmental soundness; and recommends or takes appropriate actions.
? Prepares or oversees the preparation of briefing books, policy papers, budget overviews, project agreements, project authorizations, Congressional Notifications, and implementation letters, as required, for bureau staff, USAID pillar bureau, senior USAID staff, Congress, the Department of State, National Security Staff, and others. Reviews or oversees the review of contractor selection and approval, including related documents such as invitations for bid, plans, and specifications for professional services. Initiates or coordinates evaluation of formal and non-formal education projects during or following project completion, to ascertain project and cost effectiveness, including implications for future financing.

? International Travel is required for this position.

? Expert multi-tasker with experience managing multiple tasks and competing priorities successfully
