Under general direction of the Assistant City Engineer, this position is responsible for work related to the design, bidding, and construction of Capital Improvement Projects, including contract administration and special assessments; and acting as the engineer of record for Capital Improvement Projects.

or Primary Essential Work Functions: Manages professional and support staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations for assigned program personnel. Responsible for ensuring professional and support staff meet deadlines and address community members' needs. Performs engineering calculations on major construction projects by analyzing conditions to appropriately size infrastructure installations. Performs professional level engineering review of private development and permit submittals. Assists with the coordination, preparation, execution, and completion of short- and long-range capital improvement plans. Prepares construction specifications and special provisions for contract bidding documents. Monitors inspection activities to ensure contract progress and compliance with specifications and special provisions. Coordinates contract closeout, as-built surveys, and commissioning inspections. Prepares project documentations and correspondence and generates work certifications and payment vouchers. Reviews and determines costs associated with proposed contract changes, work orders, and/or supplemental agreements. Ensures project compliance with necessary requirements. Prepares project reports and needs studies for necessary records and documentation purposes. Responsible for establishing long-term strategies and planning for public works projects. Knowledge of the preparation of designs, plans, estimates, and specifications for the construction and maintenance of water, sewer, and street structures and facilities. Ability to make difficult engineering computations, estimates and designs. Ability to prepare and interpret plans and specifications and to perform or supervise the engineering inspection of contract construction. Ability to plan and direct the work of engineering technicians and civil engineers. Ability to prepare assessments, budgets, and contract documents, including right-of-way descriptions and surveys.  Ability to secure the cooperation of contractors, property owners, and the general public. Ability to prepare and interpret plans and specifications and to perform or supervise the engineering inspection of contract construction. Ability to supervise the inspection and approval of contract construction of water, sewer, and street projects. Ability to direct staff engaged in design and drafting, or to direct field survey and contract construction inspection work. Ability to establish and maintain effective working relationships with federal, state, and city officials, and with contractors, employees, and the general public. Ability to diffuse difficult situations by using communication and interpersonal skills. Ability to organize and prioritize daily work tasks while experiencing multiple interruptions.  Ability to multitask and respond appropriately to competing priorities and deadlines. This position typically works Monday - Friday from 8:00 - 4:30 p.m., and outside of regular working hours as necessary.
