POSITION OVERVIEW DEFTEC Corporation is seeking an experienced Budget Analyst to support Defense Threat Reduction Agency (DTRA), Information Technology Directorate (IT), Catapult Program of Record Office. Budget Analyst will provide oversight of Department fiscal planning, programming, and budget execution processes.
JOB RESPONSIBILITIES: The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.
Provide advisory financial planning, programming, budget execution (PPBE), and integration support to assigned activities and projects. Assist with the development of budget documentation, estimates, financial plans, narratives, and schedules. Assist with the development and execution of approved spend plans. Prepare and coordinate documentation required to support funding approvals. Monitor spend plan(s) to ensure that funds are properly allocated, obligated, and expended in a timely and effective manner in support of authorized requirements. Analyze and investigate variances from approved spend plan and resolve discrepancies. Respond to inquiries related to budget and financial support and provide status updates to the COR, TPOC, and other government leaders. Perform complex tasks involving the gathering, analyzing, and compiling of data and information into well-written reports and presentations. Manage multiple projects and priorities, and initiate follow up to ensure timely processing of commitments and obligations. Assist with the management and reconciliation of unliquidated obligations. Coordinate with sub-divisions, OI-MST and OI-MSC in preparation of OI-MS department level financial summaries and briefings. Other PPBE related duties as required. Analyze adherence to established, integrated program management schedules for operational activities that support Catapult Program Office. Contribute to technical working groups and interchange meetings, program management reviews, and requirements review meetings. QUALIFICATIONS: Required Qualifications: Must be a U.S. Citizen TS/SCI clearance Bachelor's Degree or higher from an accredited college or university in related accounting/budget/finance field. Minimum 8-10 years DOD Planning, Programming and Budget Execution (PPBE) experience. Knowledge of DoD fiscal policies, regulations, and procedures. Proven ability to gather financial data and translate it into PowerPoint slides or other presentation materials, and effectively articulate the information to senior leadership and decision makers. Proven ability to discretely handle sensitive and confidential information. Excellent communication and organizational skills. Problem solver, critical thinker, motivated self-starter. Strong computer skills including demonstrated fluency in all Microsoft programs, to include PowerPoint and Excel.
