About Senior Air Quality Scientist:
Under Supervision of the Air Quality Division Supervisor, performs professional air quality work that supports administration of the Federal, State, and Linn County laws, regulations, and ordinances protecting air quality, human health, and the environment. Knows the County's Customer-Centered Culture principles, the County's Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis.

Reviews applications and prepares air quality construction permits and permits to operate for major and minor sources of air emissions.
Reviews applications and prepares air quality Title V permits for major sources of air emissions.
Assists the Principal Air Quality Scientist, the Air Quality Engineer, and/or the Air Quality Branch Supervisor with the review of applications for permits to construct major (PSD) sources of air emissions.
Reviews technical manuals for ambient air monitoring equipment and develops standard operating procedures for the proper operation and maintenance of the equipment.
Coordinates the maintenance, operation, and/or monitoring of air monitoring systems to provide valid data on ambient air contaminant levels.
Installs ambient air monitoring equipment and integrates network communication with the data acquisition system.
Performs analysis of ambient air quality data to determine compliance with National Ambient Air Quality Standards (NAAQS) and issues air quality alerts and notifications consistent with approved reporting protocols.
Observes and validates monitoring results of opacity, stack test plans, and stack test results at all minor and major sources.
Performs the auditing of source emission testing, laboratory analyses, air monitoring, toxics assessments, and instruments, including field operations.
Performs inspections of major and area sources to assess compliance with Federal, State, and Linn County laws, regulations, and ordinances.
Evaluates technical data, reports, and measurement systems, and the establishment of control limits for data gathering methods.
Coordinates the activities of staff engaged in the evaluation of technical data, reports, and measurement systems, and the establishment of control limits for data gathering methods.
Coordinates enforcement action with the Air Quality Branch Supervisor using results of inspection, monitoring, and testing work performed as described within these job duties.
Performs assigned duties to assist with the administration of the Linn County Air Quality Program, develop and implementation of new or modified air quality programs, and train other staff on regulatory and technical aspects of air quality.
Performs outreach activities to the general public.

With support from the Principal Air Quality Scientist and/or the Air Quality Branch Supervisor, may also represent the Linn County Air Quality Branch before professional organization and other regulatory agencies.
Performs with assistance from the Principal Air Quality Scientist and/or the Air Quality Branch Supervisor audits of continuous emission monitoring equipment to validate performance in accordance with State and Federal regulations.
Reviews and approves Air Quality Scientist work on and major and area source inspections.
Assists the Air Quality Branch Supervisor in the development and implementation of technical training plans.
Performs all other related duties as assigned.
Knows the products they personally produce and the customers of each product. Listens to the "Voice of the Customer "and closes gaps between customer expectations and experience whenever possible.
Bachelor's degree from an accredited college or university with major course work in environmental sciences, engineering, meteorology, atmospheric sciences, or chemistry required.
Four (4) years of professional experience in air quality or closely related environment or public health field or Master's degree with two (2) years of professional experience.
Highly proficient at calculating emissions of air pollutants to the atmosphere using emission factors and mass balance methodologies.
Proficient at calculating emissions of air pollutants to the atmosphere using raw stack test data, monitoring data, and process and emission control manufacturing specifications.
Proficient at configuring and running air dispersion screening models and to review and validate complex air dispersion models for accuracy and conformance to policy and regulation.
Very knowledgeable of the Linn County Code of Ordinances providing for air quality.
Knowledgeable of the State and Federal Air Quality Regulations including New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Title V Operating Permit Program, and applicability of New Source Review including Prevention of Significant Deterioration (PSD).
Ability to assess air quality aspects and impacts of industrial process emissions to the atmosphere and the equipment used to control emissions.
Ability to write clear, concise, effective documents including letters, permits, inspection reports, and notices of violation or non-conformance.
Ability to obtain and analyze monitoring and sampling data to determine compliance with applicable regulatory requirements.
Ability to plan and conduct inspections by evaluating records, interviewing individuals, and making visual observations of operations and maintenance activities at regulated facilities.
Ability to effectively communicate the goals, processes, and results of the air quality program to the public.
Ability to effectively respond to complaints or emergency situations when required.
Special Necessary Requirements:
Valid Iowa Driver's License required. Must pass a County physical examination that includes a drug test after offer of employment. Regular work attendance is required. Must remain awake and aware of surroundings at all times.Monday - Friday
