Appraises the value of real property; property rights and rights of way for the construction and maintenance of transportation facilities and disposition of LA. DOTO owned property. Prepares all forms and notifications as required by law and policy including the Property Owner Notification Letters. Researches and analyzes sales and market data for the appraisal process by meeting with and interviewing local Clerks of Court, Tax Assessors, and informed market participants. Studies parish conveyance records. Analyzes DOTO provided information, including but not limited to right of way maps, construction plans, MicroStation files for electronic surveys, right of way maps and construction plans, if available, title reports, including verification, and environmental documents. Researches and analyzes publicly available data, including but not limited to tax assessor GIS maps, zoning maps, flood maps and soil maps. Researches and analyzes property sales used in determining a unit value estimate for all types of property on the proposed project. Inspects all subject parcels and comparable sales used in the appraisal process. Performs appraisals to determine the value of land and any improvements in the proposed right-of-way, damages to and the cost to cure any affected improvements and additional compensation to place the owner in the pecuniary position as enjoyed prior to acquisition. Inspects, measures, evaluates, photographs, and records property improvement data, inside and out of major improvements (if required), to evaluate their influence on the overall property values. Costs out improvements, researches rental markets, and analyzes income figures from business and rental properties to determine before and after values. Prepares economical or statistical reports. Utilizes reports prepared by specialty valuation consultants including, but not limited to, foresters, construction cost consultants, business valuation specialists, petroleum engineers and agriculture valuation specialists. Documents all real estate value findings, makes and implements recommendations and records necessary for the DOTD Right of Way. Determines just compensation of real estate and real property rights according to state and federal laws on all assignments requiring an appraisal. Researches and concludes lease rates of agency owned property where LA DOTD will enter into a Joint Use Agreement or Memorandum of Understanding with the public or other governmental entities. Appraises excess right of way and uneconomic properties owned by LA DOTD for disposition purposes. Conducts independent field examinations on all appraisal and appraisal related assignments. Maintains project status on agency information systems. Represents the agency as an expert witness in court for expropriations proceedings. May consult with other entities, such as parish governments and federal authorities, in their acquisition of property. Completes all mandatory appraisal training required for maintenance of license. 15%- Develops detailed cost estimate reports on a parcel or project basis during every phase of project development. Works closely with the Environmental Section, Design Section and other LA DOTO Sections when completing a cost estimate. Gathers all project relevant data and answers any questions regarding possible impacts of alternates chosen in the various project development phases. Reads and interprets right of way maps and construction plans and makes recommendations to facilitate changes to the right of maps and/or construction plans to reduce the cost of right of way acquisitions and save time in the right of way phase of the project. The Appraiser Check list for Stages O -3 should be consulted to determine the minimum requirements for the cost estimate based on the phase of project development. Field inspection of the project is required; as well as, photographs of subject properties. Performs feasibility studies; evaluates cost, income, and local economic factors in order to facilitate DOTD's Right of Way Program. 10%- The incumbent is responsible for attending planning meetings, plans in hand, joint plan review and public meetings as needed to provide right of way information to the public and other DOTO Sections. The incumbent is also responsible for accepting inquiries from and answering right of way questions from other DOTD Sections, the public and governmental entities via email, telephone and walk-in visits. 5%- Perform review analyst duties as requested by higher-level appraisal personnel. The review analyst duties included but are not limited to checking mathematical computations, insuring the report(s) factual data is accurate, all required sections are included in the report(s), all report sections are properly documented and justified, meets all State, Federal and DOTD requirements as part of quality assurance and quality control requirements. Assists higher-level appraisal personnel in the preparation of consultant contracts and appraisal reports. May provide input into consultant performance evaluations. 5%- On a project basis, trains and mentors lower-level Right of Way Appraisers by monitoring and providing guidance on comparable research, regulations, and all subject property inspections for the appraisal assignment. 5%- May perform additional duties to ensure the smooth and efficient operation of the Real Estate Section. Coordinates with other Right of Way Offices and Sections within DOTD to assist in the overall objectives of the Section and DOTD.
