The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission.

The Revenue Processing Center is responsible for the timely front-end processing of all tax returns, payments and related documents, including deposit of funds and data capture of tax information. Annually the division will process 13 million pieces, including tax returns for 38 different taxes, associated remittances, supporting documentation and correspondence and internal documents. These items include tax payments of $2 billion general fund dollars. Several methods are utilized to accomplish these goals. The functions are performed using permanent and temporary staff, variable scheduling and shift work, and pay differentials to hire and retain employees. Performance of these functions directly impacts the cash flow for the state and the issuance of taxpayer refunds or collection notices.

ABOUT THIS POSITION

The Data Capture and Corrections Section (DCC) of the Revenue Processing Center has two sections, with both sections performing the same functions. Data Capture and Corrections is responsible for performing the intermediary processing functions required to accurately capture taxpayer data and associated information before transmission to the integrated tax processing system (DELTA). Independent knowledge of filing requirements and form types for all SO taxes administered by the Louisiana Department of Revenue (LDR) is essential for the proper performance of job duties.

In addition, Data Capture and Corrections has the added responsibility of creating deposit files by keying deposit critical data from documents scanned by the System Operations Section and correcting misread or unread deposit critical information from scanned documents. Data files are created by keying tax return and payment information for all taxes administered by LDR into the data capture system (Tax Express) or directly into the integrated tax processing system. Appropriate corrections are made to tax returns and payments to ensure accurate taxpayer data is passed to the integrated tax processing system and unnecessary back-end reviews of tax returns are avoided.

The lead performs the most complex functions associated with the section and assists the supervisor of the section with training and workflow issues.

Duties include, but are not limited to:

Uses expert knowledge of section operations and filing requirements to review the accuracy of documents processed by lower level Revenue Tax Analysts and classified employees.
Monitors and oversees workflow throughout the section and assigns daily tasks to section employees.
Performs quality assurance reviews of work completed by lower level analyst.
Distributes hard copy work to be processed by lower level Revenue Tax Analysts.
Assists in managerial tasks and serves as the initial contact in problem resolution.
Assists in monthly production tracking and logging.
Manual data entry of taxpayer returns, payments, and correspondence into the RPC data entry processing system.
Manual data entry of taxpayer returns directly into the DELTA integrated tax system.
Performs other tasks as assigned by the immediate supervisor to facilitate the efficient operation of the section and division.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties.

MINIMUM QUALIFICATIONS:
Three years of experience in which clerical work was a major duty.

SUBSTITUTIONS:
Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience for a maximum of one year of the required experience.

Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for a maximum of one year of the required experience.

College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.

NOTE:
Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.

NOTE:
Any college hours or degree must be from an accredited college or university. Function of Work:
To assist taxpayers by analyzing, adjusting, collecting payments, and resolving discrepancies on accounts relative to tax due notices.
