Job Description and Duties This position supports the California Department of Public Health's (CDPH) mission and strategic plan by independently performing data quality review, data production, and a variety of special projects pertaining to the health status of California's population.
The Research Data Specialist I (RDS I) validates and verifies data quality of demographic and medical data on primary vital statistics data sources (i.e., birth, death, and fetal death data) using various software applications and coding languages (e.g., SAS, SQL, R, Excel). The incumbent aids the unit in developing protocols to reduce future data quality issues, works as a liaison with both internal and external stakeholders, and creates and checks vital statistics data products. The incumbent will also represent the Branch at various data committees, task forces, and workgroups, and acts as a subject matter expert (SME) in the data quality of Birth certificate data.
The incumbent works under the general direction of the Research Data Supervisor I, Chief of the Data Quality Analysis Unit (DQAU). The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Excellent written and verbal communications skills. Strong attention to detail, work both independently and as part of a team. Perform work accurately and thoroughly to meet deadlines. Data analysis background with strong computer skills in a coding language (i.e., SAS, R, SQL), Microsoft Excel, and any data visualization software (e.g., Power BI, Tableau).
