Position Summary: The Carolina Center for Health Informatics (CCHI) Associate Director collaborates with the CCHI Executive Director (Research Professor) to provide leadership of the development, implementation, maintenance, and enhancements for all health informatics projects managed by CCHI in the Department of Emergency Medicine, School of Medicine. This work includes, but is not limited to, program direction and management of the statewide public health surveillance system NC DETECT (ncdetect.org), the NC DETECT emergency department visit data request tracking system, the NC Division of Public Health Promoting Interoperability Portal, the regional Hospital-based Public Health Epidemiologist lab data entry program, and the NC Division of Public Health Public Health Preparedness and Response Local Health Department Operational Readiness Review, Exercise and Critical Contact Reporting systems. Proposes and engages in research and evaluation projects related to health informatics and public health surveillance as both principal and co-investigator, including identification of appropriate external funding mechanisms, preparation of funding proposals, writing abstracts and papers, and presenting at in-state, national and international conferences, seminars, and workshops. Supervises informatics team and student assistants. This position also provides liaison for CCHI with the Carolina Health Informatics Program (CHIP), including participation in health informatics initiatives in the UNC Gillings School of Global Public Health and connecting CCHI to other health informatics researchers across UNC for project collaboration. Manages CCHI communications through various websites, including cchi.web.unc.edu, ncdetect.org and system end user email lists. The CCHI Associate Director must work independently, with considerable latitude and confidence in unreviewed actions and decisions, while also participating as part of a highly productive research project team. This position is a key leadership position for CCHI.
Minimum Education and Experience Requirements: Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent research productivity, will accept a relevant Bachelor's degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution. May require terminal degree and licensure.
Required Qualifications, Competencies, and Experience: * Proven experience in working with public health practitioners and public health researchers
* Excellent verbal and written communication skills.
* Strong knowledge of healthcare data, including healthcare data standards
* Experience with syndromic surveillance, promoting interoperability and other federal incentives programs, public health preparedness reporting and public health preparedness capabilities.
* Subject matter expertise in research-specific services such as IRB, sponsored programs, contracts
and data use agreements, research tech transfer/translation.
* Experience in an IT, research, or healthcare setting, including experience in a leadership or managerial role.
* Subject matter expertise in Health Informatics.
* Proven experience working with interdisciplinary teams in a research or healthcare setting.
* Experience with strategic planning and implementation in an IT environment.
* Proven experience in proposal writing or grant application.
* Strong networking skills and ability to engage stakeholders from various backgrounds.
Preferred Qualifications, Competencies, and Experience: The ability to work both independently with considerable latitude in unreviewed action and decisions, and as an integral part of project teams, both in small groups and with larger teams.
