The Regulatory Permitting Specialist is responsible for managing the Business Unit's (BU) permitting process before federal, state, and local government agencies and ensuring the BU obtains and maintains its license to operate. The role engages with internal stakeholders, as a regulatory subject matter expert, as well as with regulatory agencies to help the BU comply with applicable regulations and policies while meeting its other business objectives from new drill permitting through drilling and completion and plug and abandonment. The Regulatory Permitting Specialist is responsible for preparing all applications and filings (e.g., for permits, exceptions, etc.) with applicable regulatory agencies and advising on and contributing to processes, including hearings, in the event of protests, permit denials, or due to regulatory procedural requirements.

This position requires an understanding of laws and regulations related to permitting and compliance requirements applicable to the BU's operations and plans; Knowledge of procedures associated with upstream oil and gas operations through the life of a well; Experience interpreting and applying regulations to operations, especially in Texas and/or New Mexico; Experience interfacing with relevant agencies, including the Texas Railroad Commission; Ability to work cross-functionally with stakeholders (e.g., technical experts, legal, management, etc.) to ensure compliance; Strong oral and written communication skills with the ability to convey complex regulatory issues clearly cross-functionally within the BU; Strong organizational skills, with the ability to manage and prioritize multiple tasks simultaneously with minimal supervision.

Responsibilities for this position may include but are not limited to:
Manage new drill permitting process from beginning to end, including liaising with BU Asset Development (AD) teams and other internal stakeholders to identify permitting challenges and propose and advise on strategies and solutions that meet regulatory, policy, and business needs; advising on compliance with applicable regulations; and evaluating potential regulatory compliance issues and exception requests.
Interface with relevant federal, state, and local government agencies to ensure the BU's position is clearly conveyed and to proactively address permitting or other regulatory compliance questions or issues. Prepare for and attend hearings, as needed.
Accountable for the accuracy, timeliness, and quality of filings with government agencies for regulatory permits.
Ensure post-drilling compliance, including through observation and assessment (e.g., verification that best management practices and conditions of approval are committed to) as well as engagement with internal stakeholders and government agencies.
Manage and set BU expectations for regulatory processes and drilling and completion (D&C) lifecycle, including by communicating developments in agency regulations to internal stakeholders; creating and delivering trainings; actively participating in BU AD, D&C, and Operations meetings.
Ensure the operator is and remains compliant with applicable regulations.
Identify and evaluate with internal stakeholders' regulatory risks and impact for BU.
Recommend improvements to optimize processes and achieve compliance assurance; apply learnings and look-backs to contribute to BU best practices.
Help team meet performance reporting (Focus Item's), mentor team and internal stakeholders.

Required Qualifications
HS Diploma or Equivalent
5+ years' experience in oil and gas or bachelor's degree
Effective communicator
Demonstrated ability to collaborate with many levels and functions in the organization.
Proven ability to manage multiple projects and meet deadlines in a fast-paced environment.

Preferred Qualifications
Bachelor's degree
Experience with local government permitting in Texas.
Strong understanding of oil and gas operations
Experience communicating with regulators.
