This position allows for a flex remote work capacity whereby time is spent in a remote setting as well as on-campus as needed to meet job responsibilities. Work placement, remote and on-site, is determined based upon the needs of the College and is subject to CVTC remote work policy and specific department workplace expectations. The Purchasing Associate is responsible for processing purchase requisitions, placing orders with vendors, verifying information for accuracy, obtaining price information, and performing a variety of support functions in the Finance department. This position reports to the Director of Budgeting & Financial Planning.
Responsibilities:
Receive, review, and process purchase requisitions and issue purchase orders. Contact department requestor to clarify or obtain additional information when needed. Verify compliance with State and College purchasing policies and procedures and ensure submitted information is complete and accurate. Distribute purchase orders to vendors and departments. Maintain vendor records in purchasing data system including new vendor and tax setup and electronic storage of the IRS W-9 form. Maintain detailed electronic purchasing records to ensure full transparency of public procurement. Monitor vendor communication, address fulfillment concerns, and resolve vendor invoice discrepancies. Communicate daily with accounts payable associate to resolve issues. Reconcile monthly procurement card statements. Review unfulfilled open purchase orders with vendor and department to ensure accurate financial reporting of budget commitments. Provide end-of-year close out review of unfulfilled open purchase orders. Monitor contract files and maintain file for contract renewals. Prepare various reports including vendor spends, capital budget activity, and sold equipment. Assist with processing College requests for proposal (RFPs) and sealed bids, ensuring all Wisconsin Technical College System (WTCS), federal, and state purchasing regulations are met. Assist with processing formal quotes and maintain files. Assist in the maintenance of purchasing policies, procedures, and terms and conditions. Assist Purchasing Coordinator with priorities and projects. Required Knowledge, Skills and Abilities:
Advanced knowledge of Banner purchasing/receiving/location management modules preferred. Intermediate knowledge of policies and procedures related to purchasing and facilities planning. Knowledge of general accounting principles. Ability to work successfully independently and as a member of a team. Ability to model integrity through self-awareness, personal accountability, ethical behavior, quality standards, and sustainable practices. Ability to think critically by applying problem solving practices, acquiring relevant information, using technology and other resources appropriately, and evaluating alternatives. Ability to communicate effectively by speaking and writing clearly, concisely, and professionally; practicing active listening; reading critically and adapting communication for audience. Advanced knowledge of and skills with technology including software programs for communication, data collection, and decision making including, but not limited to, Microsoft Office Outlook, Word, Excel, and Teams. Associate degree from an accredited college in Accounting or related field. Minimum of two years of occupational experience in a purchasing, accounting, or related function. Purchasing experience within public sector environment preferred.
