GENERAL DESCRIPTION OF DUTIES Performs complex (journey-level) purchasing and procurement work. Work involves purchasing and procuring commodities, equipment, and services using guidelines, rules, policies, and laws. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
EXAMPLES OF WORK PERFORMED Purchases goods and services within assigned commodity classes. Requisitions and/or orders merchandise, supplies, leases, and equipment needed for agency.
Prepares and reviews specifications, working with agency representatives and vendors to secure full description of items. Maintains detailed classified mailing list of manufacturers' records, catalogs, and current prices.
Acts as HUB Coordinator to maintain copies of solicited vendors on RFPs & IFBs, prepare and submit HUB reports, attend HUB events.
Maintains files of purchase requisitions and other materials to document purchasing activities. Reports monthly WorkQuest purchases and exceptions.
Oversees management of all state property including office leases, state controlled personal property, and surplus property.
Reviews specifications used as a basis for bids on commodities within assigned classifications. Reviews tabulations and analyses of bids to determine the lowest and best bidder, codes bids, and prepares or oversees the preparation of purchase orders. Distributes bid invitations to vendors.
Ensures all building issues are reported to the building owner/property manager for inspection/repair and maintains records of reported issues.
Serves as Fleet Coordinator to ensure all state vehicles are purchased and assigned properly, maintained/repaired, and recorded in a monthly database.
Corresponds with other agency representatives and vendors regarding purchase requirements, delivery, and quality of merchandise. May reject items that do not meet specifications. Reviews and negotiates settlement of complaints.
Advises agency representatives on proper interpretation and application of purchasing policies and procedures. Assists SWCD's with bid information on RFPs, questions on property owned/leased, and filing of reports annually. Secures the D&O insurance for all SWCDs.
Performs other duties as assigned.
GENERAL QUALIFICATIONS AND REQUIREMENTS EXPERIENCE AND EDUCATION Experience in the purchasing and procurement of goods and services. 3-4 years of experience in purchasing or contract development work preferred. State purchasing experience preferred. Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field is generally preferred. Experience and education may be substituted for one another.
KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of purchasing and procurement methods and procedures; state procurement principles and practices; assigned commodities and products on the open market; supply sources; and the principles of business administration and accounting. Skill in problem solving and in the use of a computer and applicable software. Ability to perform arithmetical computations, to evaluate bids, to develop methods and procedures for locating supply sources, to maintain a system of record keeping, to maintain effective working relationships with vendors and suppliers, to communicate effectively, and to provide direction to others.
REGISTRATION, CERTIFICATION, OR LICENSURE Certification as a Certified Texas Contract Developer (CTCD) is required for position or attainment within 11 months of hire. Must maintain valid certification for continued employment in this position. If driving is required, must possess a valid driver license from state of residence.
