Job Summary This vacancy is being posted at 2 job classes: PUFA 3 and PUFA 4. Final job class will be determined based on successful applicant's qualifications.
Hybrid work environment with potential for significant telework. Primary work location will be the Golden Rule Building in St. Paul.
The main function of the Energy Regulation and Planning Unit of the Minnesota Department of Commerce is to intervene, on behalf of public interest, in matters before the Minnesota Public Utilities Commission relating to gas and electric utility rates, supply adequacy, and services. This position will conduct analyses, prepare reports, and defend the Department's position on revenue requirements, rate of return, public utility accounting/tax issues, cost recovery methods, conservation, resource planning, service policies, renewable energy, distributed generation, regional/federal issues, and other issues.
Qualifications Minimum Qualifications Public Utilities Financial Analyst 3 Minimum Qualifications: Four (4) years professional level experience in auditing or tax accounting. ( A Bachelor's degree in Accounting, Business, Finances or related field can substitutes as one (1) year of experience. An Advanced degree in Accounting, Business, Finances or related field can substitutes as eighteen (18) months of experience.) Applicants who meet the above experience requirements will be further evaluated based on the following:
Experience writing formal reports for external distribution Ability to effectively communicate Proficiency with Microsoft Outlook, Word, and Excel Public Utilities Financial Analyst 4 Minimum Qualifications: Five (5) years professional level experience in auditing or tax accounting. ( A Bachelor's degree in Accounting, Business, Finances or related field can substitutes as one (1) year of experience. An Advanced degree in Accounting, Business, Finances or related field can substitutes as eighteen (18) months of experience.) Applicants who meet the above experience requirements will be further evaluated based on the following:
Experience writing formal reports for external distribution Ability to effectively communicate Proficiency with Microsoft Outlook, Word, and Excel Preferred Qualifications Certified Public Accountant (CPA) license. Work experience in the regulated natural gas or electric utility industry. Experience managing and conducting financial audits. Experience and/or education in tax accounting. Experience testifying as an expert witness in an administrative proceeding. Experience communicating/presenting (including in writing) policy positions, testimonies, or analysis results. Physical Requirements Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
