This position is domiciled in the Des Moines office and oversees all aspects of operations for the Iowa Racing and Gaming Commission (IRGC). The position is full time, 12 months per year. Occasional evenings and weekends, especially during the live horse racing season (approximately mid-May through September) are required. Extra hours during the week are common. Out-of-state travel will be required 2-3 times/year. Must pass a Division of Criminal Investigation Class A background, including fingerprints.

 
Duties include but are not limited to:

 
Operations

Directs the occupational licensing, administration, self-exclusion program, and financial program operations.  Appears before the Commission on program related issues. Develops and maintains operational policies and procedures.  Review and approval of variance requests (operation hours, faming/wagering floor, remodels, firearms, waivers, etc.) and recommends to Administrator or responds to items delegated by Administrator. Oversees the Commission budget. Final approval on regulatory fees and rebating unused regulatory fees. Reviews incident reports and recommended actions. Follows up with questions. Assures consistency agency wide. Periodic review and recommendation of fine structure. Oversees racing steward rulings and gaming stipulations and hearings. Negotiates commission level stipulations for licensees. Works with gaming board chairs as needed. Racing
Directs the horse racing program and occupational licensing program by developing policies and procedures and establishing operational measures. IRGC Liaison with Horseracing Integrity and Safety Authority (HISA), Horseracing Integrity and Welfare Unit (HIWU), Association of Racing Commissioners International (ARCI), Department of Agriculture, and other industry/associations. Negotiates contracts/voluntary agreements with HISA/HIWU for Iowa racing. Develops and maintains effective working relationships and represents the commission with the public, internal state agencies, external regulatory jurisdictions, political subdivisions, industry and other groups or organizations that deal with racing issues. Initiates and conducts policy level meetings with industry and interest groups. Commission representative on the racing task force, determining all meetings, moderating discussion, following up on items requiring action. Directs the preparation of RFP for veterinary services, equine lab testing and scores proposals. Oversees contract, assures contractor performs the required duties, handles any disputes, evaluates performance. Final determination on Advanced Deposit Wagering (ADW) licensees, Alternate Simulcast Organization (ASO) licensee, and Off-Track Betting (OTB) site contracts and develop and oversee auditing associated with these contracts.  Reviews and analyzes annual facility renewals and 45-day plan for racing for all 99D properties, prepares report for Commission members. Reviews staff level administrative actions and provides direction on investigations as needed.  
Leadership

Assumes pro tempore responsibility for Administrator's duties regarding racing and operations as designated or conditions require. This includes all of the authority and decision-making power of the Administrator. Evaluates and resolves operational problems not addressed by precedent or established policies.  Develops, implements, and interprets statutes, administrative rules, and operating procedures to ensure that all operations are implemented in accordance with state guidelines. Represents the agency in the rule making process, as needed. Periodic review of all commission rules, addressing any needed changes. Answers inquiries, provide supporting data and explain Commission position. Promotes sound public relations through the media and presentations to employer, civic, and community groups. Reviews Division of Criminal Investigation Class A background reports at the corporate and parent level of licensees and the Class D (company) and makes licensing decisions. Supervises and provides employee oversight. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
