Full job description At the Pittsburgh Water and Sewer Authority, marketing is about building a trusting relationship with our customers and increasing awareness about the ways our programs and initiatives protect public health and support the delivery of safe, reliable water services. The Marketing Manager will work in close collaboration with the Senior Manager, Public Affairs to bring a "start-up" mind-set to initiate new marketing channels, including an expansion of email marketing. The ideal candidate should be versatile and proficient with day-to-day marketing activities, developing and executing marketing campaigns, long-term strategic planning, and thrive under tight deadlines.
RESPONSIBILITIES
Establish positioning, identify target audiences, and develop marketing plans with specific marketing objectives across different communication channels and customer segments Lead the execution of marketing programs from start to finish ensuring coordination with annual content calendar and message consistency across communication channels Support launch and execution of organizational rebranding initiative ensuring campaign messaging reaches targeted audiences and achieves communication objectives Expand digital marketing presence by incorporating new social media channels to broaden our reach ensuring targeted messages reach intended audience Manage all aspects of the main Pittsburgh Water and Sewer Authority website, including day-to-day oversite, content development, coordination with website consultant and routine work requests, and incorporation of analytics and survey data to improve user experience and eventual site redesign Direct, manage, and provide day-to-day oversight of content creation team who support execution of marketing program to internal and external audiences Analyze customer insights, consumer trends, market analysis, and marketing best practices to build successful strategies Create, maintain, and conduct analytics reporting across multiple platforms and extract key insights for future campaign development Partner and collaborate with internal and external stakeholders to design, test, and evolve communication tactics KNOWLEDGE, SKILLS & ABILITIES
Proven success in implementing strategic marketing plans and campaigns Excellent written and verbal communication skills Strong project management, multi-tasking, and decision-making skills Ability to develop and implement comprehensive communication strategies and channels to enhance public affairs outreach and engagement efforts Metrics-driven mind with eye for creativity Effective team player with strong ability to collaborate across departments Proficient in Microsoft Office applications and familiarity with content management systems (CMS), and Adobe Creative Cloud applications Experience with marketing automation and Customer Relationship Management (CRM) tools are desired EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
Bachelor's Degree in Marketing, Business, or a related field 5-7 years of increasingly responsible experience working in fast-paced environment 2-3 years of management experience Proven success with online marketing and social media strategy Familiarity and experience in water sector is desired GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment.
Applicant must have permanent residency in Allegheny County at time of appointment and remain a permanent resident throughout employment with the PWSA.
SUPERVISION EXERCISED / RECEIVED
Directly supervises the Internal Communications Specialist and Writer / Will receive supervision directly from the Senior Manager, Public Affairs

CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment.
Subject to remain on duty beyond normal hours or during emergency situations or other extensive periods.
MEDICAL EXAMINATION

DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.
PRE-EMPLOYMENT BACKGROUND INVESTIGATION
Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
