What this job is about:

The Public Service Loan Forgiveness (PSLF) program offers a path to student loan debt relief for dedicated public servants. We are seeking a policy and performance analyst to guide the PSLF program. The analyst will also lead cross-agency initiatives, policy and strategy process improvements, and provide recommendations to executive leaders for PSLF ( House Bill 1950 ), the modern work environment ( Executive Order 16-07

(Download PDF reader) ), and employee higher educational attainment through tuition assistance. The policy analyst will create new programs related to educational attainment, employee engagement, and employee retention.

The Policy and Performance Analyst will collaborate with federal agencies, the governor's office, the Legislature and other organizations to achieve buy-in and cooperation among stakeholders. You will build strong partnerships, find resources, problem solve, educate/persuade, and attain support from a diverse group of customers. Who we are:

What you'll do:

Partner with the Washington Student Achievement Council, foster collaboration between OFM and the U.S. Department of Education's Office of Federal Student Aid to ensure that state policies and practices align with federal policies.
Work with strategic partners to achieve goals outlined in

House Bill 1950 . Develop a statewide initiative with policies, procedures, and practices that enhance access and eliminates barriers to the PSLF program for all public service employees.

Co-lead the committee meetings and work on assigned action items.
Monitor the implementation of HB 1950 and the program's priorities and legislative goals.
By December 1, 2024, in accordance with

RCW 43.41.425 , submit a statewide initiative plan to the higher education committees of the legislature. The plan must comply with

RCW 43.01.036 .

Monitor the PSLF program initiative developed for state agencies to certify employment for the purposes of the PSLF as directed in

RCW 43.41.425 .
Assist Washington Student Achievement Council student loan advocate in creating and maintaining written communications and resources designed to increase awareness of the PSLF program set forth in

RCW 28B.77009 .
Evaluate avenues to enhance or simplify PSLF certification, including data sharing agreement with the U.S. Department of Education.
Lead projects and process relating to the PSLF, Modern Work Environment, and higher educational attainment through the Tuition Assistance Program.
Enterprise performance and cross-team collaboration .
Required Qualifications
Four (4) years of professional experience in policy and strategy or program development,

or

a bachelor's degree in public administration, business administration, human resources, social sciences, or related field will substitute year for year for the required experience; and
Experience in one or more of the following areas: employee benefits, employee relations, employee development, and/or costumer/employee advocacy.
Desired Qualifications
Knowledge and application of process improvement principles and methods; and
Experience working in a state government.
Proficiencies
Proficiency in designing performance measures, tracking results, and developing strategy recommendations based on insights.
Proficiency in managing projects, including leading teams, developing charters and action plans, and managing schedules, risks, and communications.
Proficiency in effectively communicating complex information to diverse audiences using plain language and adapting communication style to meet the needs of technical and non-technical staff, as well as executives.
Proficiency in public speaking, comfortable speaking in front of large groups and delivering presentations at conferences, meetings, and other events.
Proficiency in conflict resolution, political savviness, and de-escalation.
