Within the National Security Directorate, the Cyber Analysis and Analytics group creates reliable, repeatable, and robust methods for obtaining and maintaining cyber situational awareness. Project Management experts within the Cyber Analysis and Analytics Group provide full lifecycle project management of cyber security programs in a multitude of platforms and environments.
Responsibilities The candidate will be responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. They will also be responsible to define the projects objectives and oversee quality control throughout its life cycle. Key attributes leading to the determination of upward progression in this career family include: project complexity, risk, team size, business volume, contract type, and political/client/business sensitivities.
This position will include roles within the Cyber Analysis and Analytics group supporting large programs across multiple sponsors. These teams execute projects utilizing deployed sensors to understand cyber network traffic and include teams ranging from 10-40 staff members across a variety of disciplines. This role will involve close collaboration with both internal and external stakeholders to plan and execute complex tasks, while overseeing individual and team performance.
This Project Manager position is initially responsible for the management of tasks within the project lifecycle under the direction or as deputy for Senior Project Managers across a variety of National Security sponsors.
Responsibilities: + Manage daily coordination of projects including preparing and maintaining project plans, preparing and tracking technical scope and procurement budgets; and coordinating technical team responsibilities.
+ Track progress, identify risk, resolves obstacles, and raise concerns and risks to Project Team Management and the Project Development Office.
+ Communicate frequently with internal and external stakeholders and will routinely interface and coordinate with other National Laboratories, contractor personnel and other inter-agency and foreign governmental officials in support of technical and logistic activities, including routine reporting requirements.
+ Manage Statements of Work ( SOW ) in coordination with the project team to provide for logistics and interpretation activities; and Manage contractor performance on each event under their purview.
+ Coordinate the deployment and MOUs for installation engagements with industrial and government partners, with input from Task Lead/project team while working with duplicating and shipping offices.
+ Manage/delegate required export control checks for task participants, and Information Release (IR), and Derivative Classifier (DC) for project materials, according to requirements.
+ Recommend process improvements and documentation to help streamline and increase the effectiveness of the sponsor's training and related events program.
Qualifications Minimum Qualifications:
+ BS/BA and 7+ years of relevant project management experience OR
+ MS/MA or higher and 5+ years of relevant project management experience
Preferred Qualifications:
+ Excellent verbal and written communication skills with a demonstrated ability for writing in a clear and understandable manner.
+ Proficient in Microsoft Office suite; specifically, Word, Excel, PowerPoint, Outlook, and OneNote.
+ Experience supporting or executing hybrid (virtual and in person) events, including proficiency with hybrid communications technologies (i.e., Microsoft Teams and Zoom).
+ Demonstrated organizational skills with ability to prioritize work assignments and budgets and adjust schedules based on changing requirements.
+ Experience in software project management (testing and evaluation planning, SCRUM /Agile methodologies, etc.) is strongly preferred.
+ Prior experience supporting sensor design/deployment and/or cyber-related technical project management is strongly preferred.

Additional Information This position requires the ability to obtain and maintain a federal security clearance.

+ Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
+ Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions ( QNSP ).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position This position is a Testing Designated Position ( TDP ). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
