About this Position:
The DOTD Program Specialist 3/Reimbursement Program Manager is responsible for managing statewide operating and planning reimbursements for transit providers and Metropolitan Planning Organizations in order to ensure compliance with federal regulations, applicable accounting and audit principles including Federal Transit Administration and Office of Management and Budget circulars.
Only current permanent employees of DOTD will be considered for this promotional vacancy. **This position may be filled as a Detail to Special Duty.**

This position is in a Career Progression Group (CPG) and is being posted at the following levels: DOTD Program Specialist 1, DOTD Program Specialist 2, or DOTD Program Specialist 3. The maximum salary for the DOTD Program Specialist 3 is $80,267.00. Minimum Qualifications MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.


Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:


A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.


30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.


College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Any college hours or degree must be from an accredited college or university.

LOCATION OF WORK:
Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service.
JOB DISTINCTIONS:
Differs from DOTD Specialist 2 by the presence of less complex duties within assigned program.
Examples of Work 50% Serves as the Reimbursement Program Manager by overseeing, maintaining and tracking financial data in the STTARS (Statewide Transit Tracking and Reports System) for transit systems and processing financial reimbursements for transit providers and Metropolitan Planning Organizations (MPO). Monitors accounting aspect of all FTA operating and planning grants by overseeing budgets of transit providers and MPOs and initiating monthly payment action through the DOTD Accounting Section. Maintains accurate financial documents, audits, closeouts and reports submitted monthly by transit providers and MPOs. Prepares shopping carts and contracts payable documents for all operating and planning assistance; analyzes, processes, and compares monthly invoices from transit systems and MPOs to assure compliance with acceptable program guidelines; resolves discrepancies in billing and/or reporting with transit system and MPO. Monitors vehicle maintenance reports to verify vehicle usage and verifies/justifies expenses reported on monthly invoices. Monitors contracts limits to verify availability of funds for payment.


Maintains expertise and thorough knowledge of applicable accounting and audit principles such as Office of Management and Budget circulars; resolves problems of local agencies regarding payment; maintains official financial files subject to inspection by FTA, DOT Office of lnspector General, Legislative Auditor, etc. Maintains current status of operating assistance projects throughout the State; reviews audits conducted by Legislative Auditor and private certified public accountants to ensure appropriate use of funds and to determine whether reimbursements made constituted overpayments.


30% Researches applicable state and federal laws and programs and assists in developing program management guidelines and administrative procedures. Prepares required financial and service reports and program revisions for submission through FTA's National Transit Database; develops spreadsheets, compiles and audits agency's financial data to prepare quarterly performance reports; maintains knowledge of other federally-funded programs used by agencies in matching FTA funds or in providing transportation services;


Develops Statewide Transit Tracking and Reporting system (SITARS) financial report training and provides technical assistance and training to program users which may consist of operating assistance, regulatory, reporting procedures, managerial and financial analysis.


15% Internally, assists in coordinating work efforts with DOTD units of Legal, Procurement, Financial Services, Project Control, Grants Management; assists transit administrator and transit program managers. Externally, coordinates work eff01ts with State agencies (DHH, DSS, GOEA, GODA, DOL, and Department of Public Safety) and with local agencies (councils on aging, offices of community services, agencies representing disabled persons, local government officials). Maintains a Desk Manual that documents program responsibilities and paperwork flow.


5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
