The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain and accommodate employees with disabilities.


We are seeking a Voc Rehab Specialist II to perform independent professional vocational rehabilitation functions such as assessing needs for assistive devices and providing instruction in using assistive devices, aids, and non-visual techniques. Provides independent living skills training to consumers with low-vision and blindness seeking to improve abilities to perform daily living activities.


Key Responsibilities: Develops individual training plans for consumers to live independently; provides independent living skills training; teaches skills such as self-advocacy; serves as a resource person and counsels consumers and families on blindness related issues; makes referrals and coordinates specialized services, technical aids and devices; travels throughout district to deliver services to consumers. Reviews and evaluates vision, medical and other reports to determine a consumer's need for specialized services; completes daily living skills assessments and develops individualized plan of services jointly with consumers; coordinates additional services to be provided as outlined by the plan. Prepares activities of daily living assessment reports. Provides caseload management including documentation of services/trainings and consumers' progress towards goals; enters data in Case Management Systems; completes clerical duties to maintain flow of casework; writes reports; reviews data and makes corrections; monitors caseload budget; maintains inventory of adaptive devices; applies governing policies. Conducts outreach to develop and maintain referral sources; participates in community awareness programs and public relations activities with organizations, physicians, peer groups, etc., throughout the district. Works with program manager to complete special assignments such as developing program materials. Performs other duties as required. The Education and Labor Cabinet (ELC) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the United States.


ELC will only use E-Verify once you have accepted a job offer and completed the Form I-9.

EDUCATION: Master's degree in rehabilitation, rehabilitation teaching, technology or therapy, guidance and/or counseling, orientation and mobility, social work, education, health services, business administration, human resource administration, workforce development, communications, sciences or a related field.




EXPERIENCE, TRAINING, OR SKILLS: Two years experience in rehabilitation, rehabilitation teaching, technology or therapy, guidance and/or counseling, orientation and mobility, social work, education, health services, business administration, human resource administration, workforce development, communications, sciences or a related field. One year of the required experience must be working directly with an individual with a disability in any capacity, paid or unpaid.




Substitute EDUCATION for EXPERIENCE: NONE




Substitute EXPERIENCE for EDUCATION: A bachelor's degree plus an additional two years of professional experience in rehabilitation, rehabilitation teaching, technology or therapy, guidance and/or counseling, orientation and mobility, social work, education, health services, business administration, human resource administration, workforce development, communications, sciences engineering or mathematics or a related field will substitute for the required master's degree.




SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work is performed primarily in an office setting. Occasional travel will be required to coordinate services between customers and the agency.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
