The COLUMBIA I&C & AC Power department is looking for a highly motivated Program Representative. The successful candidate will report directly to the Manager of COLUMBIA I&C & AC Power and will support group staffing, scheduling, quality and safety metrics, and training coordination. Tasks will include:
Monitoring the department's contract performance measurement data with an understanding of performance indices, performance measurement baseline and variance analysis Developing metrics to enable proactive management Supporting contract change estimating, proposal preparation and fact finding efforts when necessary Processing department automated manpower planning (AMP) requests, Cost Account Plan (CAP) sheets as well as baseline change requests (BCRs) in a timely manner Support the team with estimating new developmental efforts including supporting subcontractor efforts Develop reports for subcontractor performance and (Estimated Actuals to Completion) EACs and make recommendations Tracking and coordinating Statements of Work (SOWs) with engineering, program office, and purchasing Support TPQ efforts Liaison and support COLUMBIA program office activities and efforts Support Propulsion Plant Planning Estimate development efforts for components and systems Develop and track department metrics for CIAD, TPQ, and commitments Coordinate department self-assessment Oversee and coordinate training Coordinate department OQE for ship construction events, as necessary Required:
Bachelor's degree or equivalent Strong written and verbal communication skills Must be proficient in Microsoft Excel, Word, Project and PowerPoint Internal candidates must be from outside of operations (Casciano/Gabriel)
Preferred:
An understanding of Electric Boat's problem resolution programs Working knowledge of earned value measurement system (EVMS), ARTEMIS, and performance tools Previous experience developing schedules and tracking technical progress Candidates must be highly motivated, possess strong interpersonal, organizational, and written and verbal communication skills. Candidate must be able to multi-task, work in teams and possess skills that permit independent functioning without significant oversight. Candidate must pay high attention to detail.
