The Aging and People with Disabilities (APD) program, part of the Oregon Department of Human Services (ODHS), is looking to hire a Brain Injury Program Policy Analyst to join our dedicated and compassionate team.

The Aging and People with Disabilities Program (APD) develops services and policies and provides management and administrative oversight for programs that help seniors and people with physical disabilities live in their own communities. Programs within APD serve adults with disabilities and seniors in need of preventive and long-term care services. APD oversees federal, state, and local funding of statewide programs. APD staff work with other offices and units within ODHS, federal agencies, local partners, other states, legislators, and advocates on an ongoing basis. APD programs are instrumental in meeting the overall goals and benchmarks for the DHS mission and goals.
The Brain Injury Services Program Unit works to support individuals with brain injuries through service coordination; resource navigation; advocacy; and options counseling provided in a person-centered manner. The unit also supports the Brain Injury Advisory Committee which will advise the department in the development of brain injury programs.
WHAT YOU WILL BE DOING
In this new position you will use your skills in policy development and analysis, research and data analysis, public relations, public speaking, technical writing, and presenting research/data findings to work with a diverse group of staff, providers, and agency partners who provide related services.
This position is responsible for the development of long-range plans, goals, objectives, and milestones within the Brain Injury (BI) Services Program Unit by analyzing the policies, procedures, program direction, program expansion, Oregon Administrative Rules, Oregon Revised Statutes, and proposed legislation for the BI Services Program. In addition, this position is responsible for writing the BI program administrative rules for programs governed by the Medicaid Long Term Care System Unit and policy, ensuring that applicable statutes, federal requirements and legislative changes are reflected in the rules. This position will also be responsible for maintaining and revising the rules for the BI Services Program once established.
This position is responsible for coordinating and developing process and programing for the APD BI Human Services Case Managers (HSCM)s including evaluating programs, services, and data. This position provides information to the public, consumers and providers of the various programs.
WORKING CONDITIONS
Remote work location will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
Minimal travel is required within the Portland to Salem area.
May need to take meeting notes to document meetings and outcomes.

Qualifications:
Seven years of professional-level evaluative, analytical and planning work experience.
Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, health or human services, or a similar related degree will substitute for experience based on the following:
Bachelor's degree in any of the listed areas substitutes for three (3) years of experience.
Master's degree in any of the listed areas substitutes for four (4) years of experience.
Doctorate degree in any of the listed areas substitutes for five (5) years of experience.
Essential Attributes:
You do not need to have all these attributes to be considered for this opening; however, the most competitive candidates will have most of them.
Personal or professional experience with individuals experiencing brain injury
Knowledge of and experience in the principles, methods and standards of project management.
Experience conceptualizing plans, policy and procedures from operational data.
Experience working effectively with senior-level decision-makers and their immediate staffs.
Experience with developing, design, or create new applications, ideas, relationships, systems, or products.
Excellent communication skills in both writing and verbally
Experience encouraging and building mutual trust, respect and cooperation among team members and community partners
