Program Manager
Under the direct supervision of the Johns Hopkins University-Global Alliance of Perioperative Professionals (JHU-GAPP), which is nested within the Department of Anesthesiology & Critical Care Medicine and the JHU-GAPP Director, Dr John Sampson, we are seeking a  Program Manager   who will be responsible for monitoring and management of clinical infrastructure development projects related to oxygen access and renewable energy in West Africa, managing the organization of critical care training programs across the region and managing any research related to the impact of renewable energy as a driver of medical oxygen access. The Program Manager will not have patient contact responsibilities but will be responsible for collaborating with JHU-GAPP partners such as the Society of Critical Care Medicine (SCCM, as well as government officials, particularly from the Ministry of Health, hospital leadership, vendors, consultants and other relevant stakeholders in the target countries for completion of healthcare infrastructure projects. This is an advanced level position in managing oxygen and renewable energy infrastructure development, biomedical technician training experiences, short-term critical care courses in West Africa.

Specific Duties & Responsibilities Manages projects.
Maintains good working knowledge of all infrastructure development projects, assigned protocols and reporting requirements.
Works domestically and internationally with high professionalism, flexibility, diplomatic communication, and project management skills.
Builds and maintains professional relationships with JHU-GAPP partners and stakeholders in each target country.
Is organized and able to properly document project progress, produce and disseminate required reports in a timely manner.
Facilitates the full cycle of project approval process development, submission, contract negotiation, budget development, interaction with key stakeholders.
Facilitates any activities relating to research and data management.
Assists the JHU-GAPP Director in developing and executing the plans required to accomplish the goals of project.
Designs and/or utilizes project-specific administration tools and documentation as needed.
Ensures accuracy and timeliness of data so that high quality information may be used by JHU-GAPP in achieving project goals and disseminating project outcomes
Meets regularly with JHU-GAPP Director and relevant partners to review budget targets, specific activities and overall project progress.
Participates in all mandatory meetings to improve knowledge of assigned work and meet reporting requirements.
Develops and maintains a project database or spreadsheet for tracking project development, financial management and data analysis.
Meets with project financial management staff to identify procedures, milestones and project events that require invoicing to the Sponsor as defined in the financial contract. Participates in the development of invoicing schedules.
Prepares country-specific project reports as required by the JHU-GAPP Director or Sponsor. Enters relevant data into project database as required. Responds in a timely manner to special projects or queries related to the project data.
Supervises remotely and in-person, the installation of oxygen and solar infrastructure in hospital locations in West Africa including the Gambia, Sierra Leone and Liberia.
Supervises staff, contractors and vendors in the target countries to ensure project goals are met.
Coordinates the educational component of the project for biomedical technicians to ensure sustainable maintenance capacity in the target locations.
Prepares for and participates in monitoring and audits of project sites. Troubleshoots and resolves issues in project sites in collaboration with local partners.
Requirements Minimum Qualifications Bachelors Degree.
5 years of related experience
Additional education may substitute for experience to the extent permitted by the JHU equivalency formula.
Preferred Qualifications Masters in Public Health.
Experience working in West Africa is a plus.
Ability to work with diverse teams in international settings.
Up to 50% of the time international travel.
Classified Title: Program Manager Role/Level/Range: ACRP/04/ME

Starting Salary Range: $62,780-$86,360-$110,010 Annually (Commensurate with experience)  Employee group: Full Time 

Schedule: Mon-Friday with possible weekend and evening hours. Ability to travel internationally to West Africa up to 50% of the time.  Exempt Status: Exempt

Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
