Job Description PRIMARY PURPOSE:
Responsible for program and finance coordination to ensure program directors receive financial support and assistance to navigate budget management and grantor monitorings. This position is an integral member of the accounting team that supports an Oregon Coast Community Action (ORCCA), which is an Umbrella Agency with multiple programs and funding sources. This position supports ORCCA programs, the accounting team and ORCCA staff.
ESSENTIAL JOB FUNCTIONS (Reason position exists is to perform these functions): Interpret and ensure compliance with all appropriate state and federal laws, rules, regulations. This includes identifying and tracking compliance with grants, contracts, and policies. Manage and lead the Grants and Contracts Specialist Maintain professional communication with internal and external stakeholders, most commonly the Accounting Team, Program Directors, The Finance Director and the Executive Director. Prepare financial reports for Programs and Managers within the agency. Verify accuracy and reconciliation of reports, communication with funders and managers. Work directly with Program directors to manage program budgets and grant requirements. Oversee and manage special projects as assigned by the Finance Director Maintain professional and technical knowledge through workshops, professional publications and establishing peer networks. Contribute to team effort of accounting department, programs, and ORCCA. Maintain and update grant files with agreements, budgets, billings, and all supporting documents. Assist with grant reporting as required by foundation/corporate donors. Maintain current records in database and in paper files, including grant tracking and reporting. REQUIRED KNOWLEDGE, SKILLS, AND ABLILITIES: Knowledge of: Extensive knowledge of theories, principles and practices of non-profit accounting; thorough knowledge of theory, principles, practices of fiscal management, including expenditure control and record keeping; thorough knowledge of payroll, inventory control, auditing, budgeting and procurement systems and procedures; thorough knowledge of principles, methods and techniques of effective business administration; thorough knowledge of internal control procedures and management information systems as applied to accounting procedures; considerable knowledge of budgetary, accounting and reporting systems, appropriate Federal and State regulations. Skill in: Preparation of financial statements and reports; incorporating team participation in decision making, use of computerized financial information and reporting systems. Ability to: Communicate effectively in both oral and written forms; maintain confidentiality; formulate and implement operational and administrative polices; evaluate funding requirements; prepare and justify budget requests and grant proposals, review contracts for compliance with financial policy and legal requirements; perform short and long-range financial planning; analyze and evaluate operations and develop and implement best practices; present fiscal information for management decision making purposes, establish and maintain appropriate record keeping systems and reports; conduct research and compile and analyze statistical and financial data; utilize problem identification and resolution techniques; make decisions in accordance with established policies and procedures, establish new policies when applicable, and use initiative and judgment in completing tasks and responsibilities; work effectively with other employees, Board of Directors, program directors, budget committee, auditors, vendors and the public. EXPERIENCE AND EDUCATION REQUIREMENTS: Bachelor's degree in accounting, business administration, finance or a related field and two years progressively responsible work experience, which includes non-profit and supervisory/management experience; OR a satisfactory equivalent combination of education experience and training. WORK ENVIRONMENT: Geographic Area: Coos, Curry, and Coastal Douglas Counties Primary worksite: Coos Bay, Oregon. May move or lift items up to 51 pounds. Prolonged periods sitting at a desk and working on a computer. Primarily indoors, in a climate-controlled environment; may not have access to sunlight. Occasional activities outside in a non-climate-controlled environment. Potential for open workstations and cubicles with moderate to high noise; work from home where available. Some travel-Required ODL and proof of insurance (ORCCA Policy). OTHER: Reliable method of getting to work. Must be free from illegal drugs, may be subject to suspicion testing. Must be enrolled in the Oregon Department of Education-Child Care Division Central Background Registry at time of hire and update it as required. Must be able to pass the State of Oregon Criminal Background Check. A current Oregon Driver's License is required. Proof of automobile liability insurance @ $100,000/300,000 liability limits and maintain such limits.
