Procurement Officer II Location Baltimore, MD (Madison Park area) : GRADE 18 LOCATION OF POSITION 301 W. Preston Street Baltimore, Maryland 21201 Main Purpose of Job The Procurement Officer II will be solely responsible for all procurement activity for the Department, establishing policies and procedures, and training staff as needed. This position will advise leadership and staff on procurement rules and regulations, conduct all procurement activities from start to finish, and prepare state reports as needed. The ideal candidate will have significant experience with Maryland procurement and require a minimal amount of training in order to assume procurement responsibilities. Additionally, this position will handle IT and telecommunication purchases and/or issues, maintain the Department's vehicle fleet, and ensure that equipment inventory is kept current. POSITION DUTIES Procurement Officer Lead all procurement activity for the Department and act as the subject matter expert. Review internal procurement policies and procedures for updates. Develop contract specifications, payment terms, modifications, renewals, and advertisement requirements in accordance with State procurement procedures, laws, and regulations. Post solicitations on eMaryland Marketplace Advantage (eMMA) and manage the advertisement of procurement opportunities. Conduct pre-bid/pre-proposal conferences, including the scheduling of transcription services and publishing a summary on eMMA. Conduct bid openings for competitive procurements to determine whether offerors are qualified. Negotiate the most favorable prices, terms and conditions for noncompetitive sole source and emergency contracts. Verify Certificates of Insurance, Bonds, and references for compliance with contract requirements. Submit new contract packages to DGS to get placed on BPW agenda and have final contract approved. Provide testimony as needed. Track contract expenditures and contract deadlines to ensure procurement activities are started on time. Ensure procurements are conducted in a timely manner. Provide testimony in bid protect disputes. Prepare Preferred Provider and Procurement Forecast Reports. Verify Minority Business Enterprise (MBE) participation. Provide guidance and training to Department staff in State procurement laws, regulations, policies, and procedures. Ensure purchases are made following the state guidelines with regard to preferred vendors and state master contracts. Tag new purchases and update inventory system. Work with DGS to coordinate the disposal of equipment with DGS. IT/Telecommunications Coordinate IT purchases, installations, and updates with DoIT, following the required procurement policies. Verify telecommunication billings. Assist in the set up and maintenance of workstations for staff. Coordinate use of pool resources (laptops, hotspots, etc). Assist staff with IT or telecommunications issues. Fleet Management Coordinate purchase, registration, and disposition of state vehicles in compliance with procurements regulations. Ensure driver eligibility checks are conducted and reviews recorded. Submit all necessary reports. Ensure vehicle mileage logs are maintained and vehicle maintenance is performed timely. Verify all fleet management billing. Other Duties Other duties as assigned by the Secretary, Deputy Secretary, or Supervisor MINIMUM QUALIFICATIONS Procurement Officer II- Option 1
Experience: Seven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.
Procurement Officer II- Option 2
Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.
Notes:
1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.
2. Candidates for Option 1 positions may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.
3. Candidates for Option 2 positions may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.
4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS Certification through the Maryland Procurement Academy (MDPA) managed by the Maryland Department of General Services. Three years' experience working with eMaryland Marketplace Advantage (eMMA). Significant experience working in FMIS, including creating purchase orders. Knowledge of State Master Contracts and related procurement regulations. Knowledge related to Maryland procurement rules, including the management of various sizes of procurements. Experience drafting procurement Requests for Proposals. Experience with Google Suite and Microsoft Word. LICENSES, REGISTRATIONS AND CERTIFICATIONS 1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
