We are hiring a Procurement and Contract Specialist 2 to join our Office of Contracts and Procurement (OC&P) team. As the Procurement and Contract Specialist 2 (PCS2), you will negotiate and develop solicitations, contracts, intergovernmental and grant agreements that comply with all federal and state laws, Oregon administrative rules, agency policies and procedures, and other established criteria. What you need to qualify Four years procurement and contract experience related to the position. Two of the four years must have been at the professional-level such as developing and administering standard contracts, agreements, or solicitations. OR A bachelor's degree and one year of professional-level procurement and contract experience related to the position. OR Any combination of experience and education equivalent to four years of procurement and contract experience related to the position. Essential attributes We are looking for candidates with: Preference may be given to candidates with an Oregon Procurement Basic Certification (OPBC). Knowledge and experience with public or private procurement business practices. Experience negotiating contracts with vendors or providers on behalf of an organization for which you provided procurement. Experience providing technical assistance by interpreting and clarifying contract and solicitation rules and guidelines ensuring compliance. Experience organizing and prioritizing a high volume of work. Please be sure to clearly describe how you meet these attributes within your application materials. Your duties at a glance The Office of Contracts and Procurement (OC&P) provides statewide contractual and purchasing services to ODHS, Oregon Health Authority (OHA), and the Home Care Commission (HCC). OC&P is a shared service and provides service and support to ODHS, OHA and HCC. As a Procurement & Contract Specialist 2, you will: Review procurement requests for completion and accuracy. Assess and make recommendations to mitigate risk. Consult with professional and technical staff in determining the most appropriate procurement method to meet program procurement needs. Develop contracts, intergovernmental agreements, grant agreements and amendments that reflect the programmatic intent of customers, includes measurable performance criteria, and ensures legal sufficiency. Seek program approval of the draft language, issue the solicitation or contract, and routes the contract for executing signatures. Collaborate with program and contractors to resolve conflicts while upholding the procurement laws, and program needs. Ensure contracts and agreements are in compliance with federal and state laws, Oregon administrative rules, agency policies and procedures, and other established criteria. Determine appropriate process to remedy a procurement issue such as developing reinstatements, ratifications, cost overruns, settlement letters, special procurements, and other procurement documents, as required. Consult with DAS, DOJ, or DPO for potential legal issues when necessary. Provide technical assistance to program staff by interpreting and clarifying contract, agreement and solicitation rules and guidelines when they are unclear on the correct selection method or need options for completing the procurement. Provide contracting and purchasing advice and guidance. Develop evaluation criteria in conjunction with program staff. Facilitates the evaluation process by explaining the process, collecting confidentiality statements from each evaluator, leading the discussions regarding the proposals, gathering scores, and keeping the conversations on task, and negotiates amongst the contractor and program to meet specific needs. Working conditions Hybrid work optional. The ability to report to Salem is required when business or operational needs are dependent on onsite activities. Must be able to work with high independence. May have to perform essential projects under short timelines and competing priorities. Must be able to lift and transport boxes and equipment weighing up to 40 pounds per item. Overtime will periodically be required due to programmatic, budgetary, or other critical deadlines.
